FOR ENGINEERING SERVICES <br /> PERFORMED IN CONNECTION WITH THE VICTORY GARDENS/DUNBAR <br /> PAVING AND DRAINAGE IMPROVEMENTS PROJECT (14358 CIP), <br /> AUTHORIZING FINAL PAYMENT IN THE AMOUNT OF $184.43, AND <br /> DECLARING AN EFFECTIVE DATE. <br /> Mayor Morris introduced for consideration Item 6.B. (1) removed <br />from the consensus agenda, the caption which read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, AMENDING SECTIONS 29-109 AND 29-110 OF THE <br /> SAN MARCOS CODE OF ORDINANCES BY THE ADDING AND DELETING <br /> LOCATIONS FOR TRAFFIC CONTROL DEVICES IN THE WESTOVER <br /> ADDITION OF SAN MARCOS; PROVIDING FOR SEVERABILITY; <br /> REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A <br /> PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN <br /> EFFECTIVE DATE. <br />Ms. Kissler moved for approval of the ordinance on second reading <br />and Mr. Plummer seconded the motion. Mayor Morris stated she was <br />contacted by a resident who lives on Dartmouth Street who has <br />stated to her that residents from Westover are concerned about the <br />removal of the stop sign at Dartmouth Street and Hazelton and <br />several other streets along Dartmouth because it has made it into <br />a raceway. The Mayor asked for a solution to fast traffic in the <br />Westover area. Mr. Gilley stated that Dartmouth Street is now a <br />through street. Because of the way the Traffic Control Plan was <br />designed, it was to allow primary streets such as Dartmouth to <br />carry through traffic and secondary streets to have the stops signs <br />on them. Mayor Morris moved to amend section 3 to the ordinance to <br />add a stop sign at Dartmouth and Hazelton, North-South. Mr. <br />Plummer seconded the motion. Mayor Morris asked that a solution to <br />the through street situation and fast traffic be brought to Council <br />and she would be glad to have the Ordinance amended again. On <br />roll call, the following vote was recorded: <br /> AYE: Hernandez, Hart, Morris, Kissler, Plummer <br /> NAY: Moore, Guerra <br /> ABSTAIN: NONE. <br />The Council then voted unanimously for approval of the Ordinance on <br />second reading. <br /> Mayor Morris introduced for consideration Item 6.G. (1) removed <br />from the consensus, the authorization to bid an office supply <br />contract for City offices. Mr. Hart questioned Sec. 5.12 Bidder <br />Qualifications. He stated that in the past it has been brought to <br />his attention that there had been low bidders who had been awarded <br />the bid from outside the City and it has been alleged on occasion <br />that some of those low bidders were not current on their ad valorem <br />taxes to their respective municipalities. He asked if it was legal <br />for the City to ask that this be a requirement as part of their <br />bid. Mr. Taylor stated that yes the Council could require this. <br />Mr. Hart moved the contract be amended by inserting the appropriate <br />language in 5.12 so that those bidders be required to be current on <br />their ad valorem taxes in their prospective municipalities. Mr. <br />Plummer seconded the motion. On roll call, the following vote was <br />recorded: <br />
