<br />64 <br />Regular Meeting May 13, 1991 Page 6 <br />AYE: Hernandez, Hart, Morris, Guerra, Kissler, Plummer,Moore <br />NAY: NONE. <br />ABSTAIN: NONE. <br />Ms. Kissler made a motion to authorize bidding on the office <br />supply contract for city offices as amended. Mr. Guerra seconded <br />the motion. On roll call, the following vote was recorded: <br />AYE: Hart, Morris, Guerra, Kissler, Plummer, Moore, Hernandez <br />NAY: NONE <br />ABSTAIN: NONE <br />Mayor Morris stated that the Council wanted to thank the <br />Planning Commission and staff for their work on an excellent FY 92- <br />96 Capital Improvements Program. <br />Mayor Morris introduced for discussion the report from the <br />Commission for Minorities. Mayor Morris thanked the Commission for <br />its report. Kathy Matlock, Chair for the Commission addressed the <br />Council stating that the handicapped citizens in San Marcos are <br />asking for access. Mr. Pompa addressed the Council and stated <br />that he had experienced a lot of problems with parking, access <br />availability and suggested a ramp be placed in the Rio Vista Park <br />for persons who would like access to the river. Mayor Morris asked <br />about handicapped children being allowed in the Parks & Recreation <br />Summer Program. Mr. Gilley stated that the City did not have <br />special arrangements for physically disabled children at this time. <br />Mayor Morris asked about special arrangements for disabled children <br />who attend school. Mr. Rodney Cobb stated that handicapped <br />children are not refused to join the program and that the Parks and <br />Recreation staff rely on the school district personnel to assist <br />them with determining who can participate in the program and who <br />cannot. Mayor Morris asked if something could be done down at the <br />river. Larry Gilley stated that it could be done and he would have <br />staff do a preliminary design and cost estimate. Mayor Morris <br />directed Mr. Taylor to research the requirements that businesses <br />have access ramps and parking for the handicapped. Mayor Morris <br />told the Commission that the City would research these matters and <br />the Council would go from there. <br />Mayor Morris introduced for discussion, the Exhibitor's Booth <br />at Texas Municipal League in Fort Worth, Texas on October 23-26, <br />1991 and direction to Staff. Mayor Morris stated that TML has <br />changed their policy and are now asking for payment on booths on <br />June 3rd instead of in September. TML had questioned the size of <br />the booth and the Council needs to decide whether the City wants a <br />booth and what size. Mr. Hernandez suggested that the City go to <br />a smaller booth. Mayor Morris suggested a 10 x 10 booth. <br />Mayor Morris introduced for discussion the cost and <br />distribution of Council Packets and direction to Staff. Mr. Guerra <br />suggested a fee be charged. Mayor Morris stated that in order to <br />determine the fee the cost of putting the packet together and the <br />cost of the supply would have to be determined. Mr. Guerra stated <br />that he did not feel all the directors needed complete packets, he <br />would suggest that they receive copies of the agenda only. Mayor <br />Morris stated that directors should receive complete packets. <br />Mayor Morris directed Staff to get a break down on time and <br />material in order to determine the cost of packets. <br /> Mayor Morris introduced for discussion, the status of the <br />Solid Waste Management Committee and direction to Staff. Mayor <br />Morris stated that Martha Latta, the newly named chair of the Solid <br />Waste Management Committee offered to assist in the coordinating of <br />educational materials.
