Discussion ensued. <br />Mayor Morris stated that it could be possible for the Committee to <br />work with Fred Sanderson to formulate an education program once the <br />Council has approved a proposal, to take up slack, embellish and <br />improve on what needs to be done. Mayor Morris thanked the <br />Committee for their offer to continue to assist with the project. <br /> Mayor Morris introduced the City Manager's Report. (1) Mr. <br />Gilley stated that the Employee of the Month for May was Ms. Karen <br />smith who is the Executive Secretary for the City Manager. (2) Mr. <br />Gilley informed the Council that the City's current bond rating <br />according to Standard & Poor's has been maintained at current <br />levels. He stated that this is good news and is an "A" on General <br />Obligation Bonds and an "A-It on Water & Wastewater bonds. Mr. <br />Gilley stated that the staff had sent out the official statements <br />and bid proposals for the sale of those bonds. He stated that <br />there was error detected in the documents stating that the sale is <br />to take place on Monday, May 20th, 7:30 p.m. He suggested that an <br />addendum should be done to the documents to reflect the May 28th <br />meeting or the Council can hold a Special council Meeting on May <br />20th. <br /> Mayor Morris introduced the City Attorney's Report. Mr. <br />Taylor reported on the Clean Air Ordinance. He stated he had <br />completed a draft and he had sent out copies to the Council and <br />several local groups as directed by Council. Mr. Taylor stated <br />that people are welcome to come by and look at the draft in the <br />City Attorney. s Office. Mayor Morris asked for an alternate method <br />other than using income to determine whether a bar is a bar or not. <br />Mr. Taylor stated that he will look into using different criteria. <br />Mr. Guerra asked Mr. Taylor what the status of the SOB ordinance <br />is. He stated he wanted to find out about certain establishments <br />being closed. Mr. Taylor stated that he did not know the status of <br />the SOB ordinance and that he would look into it since the <br />Assistant City Attorney had been working on it before he left. <br /> Mayor Morris introduced the City Council's Report. Mr. <br />Hernandez stated that he and Mr. Moore had attended a Corridor <br />Council meeting in Round Rock. He stated that there had been a big <br />push to bring the Public hearing to the San Marcos High School <br />regarding the IH 35 expansion. He also stated that there were two <br />resolutions adopted; one on the Corridor Council commending the <br />Canyon Regional Water Authority for its interest in providing water <br />for Central Texas and the other Resolution in support of state <br />plumbing fixture standards. Mr. Hernandez stated there had been <br />key dates for Corridor Council meetings in the future. Mr. <br />Hernandez stated that a group of individuals from Mexico had asked <br />the Corridor Council to set up a meeting this Thursday at the <br />Sheraton in San Antonio and the City Council was invi ted to <br />attend. Mr. Moore stated that he and Mr. Hernandez were able to <br />bring up the recommendation of the Greater Austin/San Antonio <br />Corridor Council on water conservation in the region and he stated <br />that it passed unanimously. Mayor Morris stated that the hearing <br />regarding the IH 35 expansion will be at the San Marcos High <br />School, May 16, from 4:00 to 8:00 p.m. and she hopes that members <br />of the staff and council attend. <br /> Mr. Hart asked in collection of bed tax money, if the City has <br />a provision for a late payment charge and a right to place liens on <br />property. Mr. Taylor stated that the City did have a provision for <br />a late payment charge but did not have the right to place liens on <br />property. Mr. Taylor stated that TML has made some attempts to <br />have legislation approved that would expressly authorize liens <br />against property for delinquent motel occupancy tax and he did not <br />know the status of it. Mr. Taylor stated that there are mixed <br />results regarding the successful collection of late charges. He <br />stated that we use Municipal Court prosecution but when an <br />establishment is in bankruptcy the City cannot file proceedings <br />against them. Mr. Taylor stated that this is a self reporting tax <br />
