The City of San Marcos maintains 17 individual governmental funds. Information is presented <br />separately in the governmental funds balance sheet and in the governmental funds statement of <br />revenues, expenditures, and changes in fund balances for the General Fund, Hotel Occupancy Fund, <br />Capital Projects Fund, and Debt Service Fund, all of which are considered to be major funds. Data from <br />the other 13 governmental funds are combined into a single, aggregated nonmaj or fund presentation. <br />Individual fund data for each of these nonmaj or governmental funds is provided in the form of <br />combining statements elsewhere in the CAFR. <br />The basic governmental fund financial statements can be found on pages 16 — 19 of this report. <br />Proprietary funds. The City charges customers for certain services it provides. These services are <br />generally reported in proprietary funds. Proprietary funds are reported in the same way that all activities <br />are reported in the statement of net assets and the statement of activities. <br />The City of San Marcos maintains five individual enterprise funds: Electric, Water and Wastewater, <br />Airport, Drainage, and Waste Collection. The fund financial statements provide the same type of <br />information as the government -wide financial statements, only in more detail. The proprietary fund <br />financial statements provide separate information for the Electric and Water and Wastewater, both of <br />which are considered to be major funds of the City. Data from the other three enterprise funds are <br />combined into a single, aggregated nonmaj or fund presentation. Individual fund data for each of these <br />nonmaj or enterprise funds is provided in the form of combining statements elsewhere in the CAFR. <br />The basic proprietary funds financial statements can be found on pages 22 — 25 of this report. <br />Notes to the Financial Statements. The notes provide additional information that is essential to a full <br />understanding of the data provided in the government -wide and fund financial statements. The notes to <br />the financial statements can be found on pages 26 — 50 of this report. <br />Other Information. In addition to the basic financial statements and accompanying notes, this report <br />presents the combining statements referred to earlier in connection with nonmaj or governmental and <br />enterprise funds, comparative information for the General Fund and budgetary information to <br />demonstrate the City's budgetary compliance. Combining and individual fund statements and schedules <br />can be found on pages 51 — 69 of this report. <br />GOVERNMENT -WIDE FINANCIAL ANALYSIS <br />The City's combined net assets were $189.2 million as of September 30, 2007. Analyzing the net assets <br />and net expenses of governmental and business -type activities separately, the business -type activities net <br />assets are $109.1 million. This analysis focuses on the net assets (Table 1) and changes in net assets of <br />the City's governmental and business -type activities (Table 2). <br />
