Mr. Hart moved <br />for approval of the Ordinance on first reading and Mr. Moore <br />seconded the motion. Mr. Hernandez stated he realized there would <br />be an education period regarding recycling, but several citizens <br />have expressed concern to him regarding the cost for implementation. <br />Mayor Morris stated the cost of waste collection will always be <br />expensive for San Marcos since our wastes go to other counties for <br />disposal. Mr. Moore stated one citizen who contacted him stated she <br />would prefer to handle her own recycling and that she does not <br />generate much waste. Mr. Moore also stated regional waste <br />facilities will be mandated in the future. Mr. Moore moved to amend <br />the Ordinance in section 4 to provide the date of November 1, 1991 <br />and Mr. Hart seconded the motion. The City Council <br />received Mr. Gilley's proposed budget and set the formal public <br />hearing date for August 12, 1991 at 7:30 p.m. in the Council <br />Chambers and directed the city Secretary publish the notice and <br />summar1es. <br /> <br />Mayor Morris introduced for consideration approval of minutes of <br />the Regular Meeting held June 24, 1991, adoption of an Ordinance on <br />third and final reading, adoption of two Resolutions, authorization <br />to request and receive proposals for fixed assets inventory and <br />update real property, authorization to bid a new aircraft shelter <br />construction project for 14 new airplane shelters at the Municipal <br />Airport, approval of an expenditure of $1,166.00 from the city <br />Council's Tourist Account for the use of charter bus services in <br />connection with the city's sponsorship of the Leadership Texas <br />Program in San Marcos in September, 1991, acceptance of a proposal <br />by Waste Management, Inc. for the provision of residential solid <br />waste recycling services in the amount of $1.71 per month per <br />residential dwelling unit, subject to formulation of a contract <br />based on the request for proposals, and subject to final adoption of <br />a solid waste rate increase ordinance to provide funding for the <br />services by consensus. The Council removed Item 13.C.(1) to be <br />considered separately. Mr. Plummer moved for approval of the <br />minutes of the Regular Meeting held June 24, 1991, for adoption of <br />the Ordinance on third and final reading, for adoption of the <br />remaining Resolution, for authorization to request and receive <br />proposals for fixed assets inventory and update real property, for <br />authorization to bid a new aircraft shelter construction project for <br />14 new airplane shelters at the Municipal Airport, for approval of <br />the expenditure of $1,166.00 from the Tourist Account, and for <br />acceptance of the proposal of Waste Management, Inc. for residential <br />solid waste recycling services (Mr. Hernandez voting Nay to this <br />item) by consensus and Mr. Hart seconded the motion, which passed <br />unanimously.
