III. DEVELOPMENT REQUIREMENTS <br />A. PURPOSE AND INTENT <br />The development requirements serve as the primary mechanism for implementation of <br />the land uses for the Paso Robles PDD. The regulations contained herein provide an <br />appropriate degree of flexibility to anticipate future needs and afford compatibility among <br />land uses. For the purpose of this PDD, specific development standards are established <br />for the following types of land uses allowed within the Mixed Use (MU) and General <br />Commercial (GC) base zoning districts: <br />Residential: <br />Single Family Detached Residential (MU base district only) <br />Single Family Attached Residential & Townhome Residential (MU and GC base <br />districts) <br />Multi -family Residential (MU and GC base districts) <br />Commercial: <br />Neighborhood Commercial (MU base district only) <br />General Commercial (GC base district only) <br />Community Elements: <br />Pocket Parks <br />Trails <br />Community Center <br />Open Space <br />Schools <br />B. GENERAL PROVISIONS <br />All construction and development within the PDD area shall comply with <br />applicable provisions of the City of San Marcos codes and ordinances as of the <br />submittal date, except as modified within this PDD. To the extent any exhibits <br />herein conflict with text of this PDD, the text shall control. <br />2. If specific development standards are not established or if an issue, condition, or <br />situation arises or occurs that is not clearly addressed or understandable in the <br />PDD, then those regulations and standards of the City of San Marcos codes and <br />ordinances that are applicable for the most similar issue, condition, or situation <br />shall apply as determined by the Director of Planning and Development Services. <br />3. This PDD may be amended by the same procedure as it was adopted, by <br />ordinance or as otherwise allowed within this PDD. Each amendment shall <br />include all sections or portions of the PDD that are affected by the change. <br />4. Whenever a use has not specifically been listed as being a permitted use in a <br />particular zone classification within the PDD, it shall be the duty of the City of San <br />Marcos Director of Planning and Development Services to determine if said use <br />-26- <br />
