(4) Shared driveways shall be maintained by property owners. <br />(c) Irregularly -Shaped Lots. Irregularly -shaped lots shall have sufficient width at the <br />building line to meet lot width and frontage requirements of the appropriate zoning <br />district, and shall provide a reasonable building pad without encroachment into front, <br />side or rear yard setbacks or into any type of easement. Also, the rear width shall be <br />sufficient to provide access for all necessary utilities, including access for driveways and <br />solid waste collection when alleys are present (minimum 20-foot alley frontage). In <br />general, triangular, severely elongated (in excess of a three to one length to width ratio) <br />or tapered lots shall not be permitted as single family, and the City reserves the right to <br />disapprove any lot which, in its sole opinion, will not be suitable or desirable for the <br />purpose intended or which is so oddly shaped as to create a hindrance to the logical lot <br />layout of surrounding properties. Flag lots shall be allowed with a minimum of 15 foot <br />widths for individual lots, 10 foot for lots with shared driveways. Up to five (5) lots may <br />share a driveway. A 20 foot access easement with a 16 foot pavement width shall be <br />provided for individual lot access. <br />(d) Side Lot Line Configuration. Side lot lines shall be at 90 degree angles or radial to <br />street right-of-way lines to the greatest extent possible. However, to allow lots at Paso <br />Robles to take advantage of both near and distant views, lot lines may be at a varying <br />angle to allow orientation toward views. <br />Section 7.6.1.2 <br />(b) Criteria for Land Dedication. All residential subdivisions, regardless of type, shall be <br />required to dedicate suitable land for park or open space development in the amount of <br />five acres per 1,000 ultimate residents of the subdivision. For purposes of calculating <br />the ultimate number of residents of the subdivision, the following number of persons per <br />unit shall be used: <br />(1) 2.7 residents per single-family dwelling; <br />(2) 2.5 residents per townhouse, duplex or condominium unit; and <br />(3) 2.1 residents per multi -family residential unit. <br />STREET STANDARDS and SIDEWALK REQUIREMENTS <br />The following sections of the SMLDC are modified to provide an appropriate degree of <br />flexibility to anticipate future needs and afford compatibility among land uses within the <br />Paso Robles PDD. These modifications are specific to the terrain and design objectives <br />to create a master planned community versus a series of subdivisions. Pavement <br />sections for streets shall meet or exceed CSM standards. <br />Section 7.4.1.2 Adequacy of Street and Thoroughfares <br />(d) Approach Roads and Access. All neighborhoods with 75 or more lots must have at <br />least two points of vehicular access (primarily for emergency vehicles), and must be <br />connected with an improved median street system by one or more approach roads of the <br />dimensions and standards hereinafter set forth. Requirements for dedication of right-of- <br />way and improvement of approach roads may be increased only if the need is <br />demonstrated by traffic impact analysis. <br />(3) "Two points of vehicular access" may be constructed on a case -by -case <br />basis where topographic and/or existing subdivision constraints do not allow two <br />-56- <br />
