Phillips, <br />Alfonso Carmona and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Sunset Advisory Commission. Ms. Kissler moved <br />to appoint John Anderson and Mr. Guerra moved to appoint Lance Hoke, <br />which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Housing Authority Board. Mr. Hart moved to <br />appoint Nelvia Burleson and Mr. Moore moved to appoint Antonio G. <br />Cruz, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of the City <br />Manager's appointment of a San Marcos Electric Utility (SMEU) <br />Director. Mr. Moore moved to approve Mr. Gilley's appointment of <br />Bob Higgs and Mr. Hernandez seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced a formal public hearing on the 1991-1992 <br />Budget including all funds in the following categories: (1) General <br />Fund; (2) Special Revenue Fundi (3) Debt Service Fund; 94) Capital <br />Project Fundi 95) Enterprise Fundi and (6) Trust and Agency Fund. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. George VonderLippe reviewed with Council the recommendations <br />of the ten Neighborhood Associations. He stated the neighborhoods <br />are willing to pay for the bonds that have been passed. He stated <br />street improvements are a high priority, and they would like to see <br />$225,000 in street overlay; the Drainage Master Plan implemented in <br />this budget process; more police presence in the neighborhoods and <br />more traffic signalization; and would like one additional staff <br />member patroling for the Animal Shelter. Virginia Mendez stated she <br />agrees with the comments of Mr. VonderLippe, and they reflect the <br />desires of the ten neighborhood associations. Rosemary Davis stated <br />the City needs more animal control, and this could be paid for with <br />increased fines. She stated information regarding the City's <br />requirements need to reach the pet owners. Bill Coddington stated <br />
