<br />6 <br /> <br /> <br /> <br />Regular Meeting August 12, 1991 Page 2 <br /> <br />the Council has increased the budget and raised the tax rate and <br />noted the following increases: City Manager's budget salaries, City <br />Secretary's budget salaries, Main Street total budget, City <br />Council's Tourist Account, Human Resources salaries, Finance <br />Department and Accounting too much in budget, leaking tank <br />expenditures, uniform rental, video equipment for Chambers, and the <br />citizen Survey indicating a desire to delete the Public Information <br />Officer position for $26,000. Mike Gividen asked the City Manager <br />if the City has budgeted to implement federal standards for handicap <br />accessibility, particularly to the river, swimming pool, parking and <br />curbing. Mr. Gilley stated no funds are budgeted to implement <br />these, and Mayor Morris stated the bond issue failed which would <br />have included parking and curbing in the downtown area. No one else <br />wished to speak, so Mayor Morris closed the public hearing. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE FUTURE LAND USE MAP OF THE MASTER PLAN OF <br />THE CITY FROM MEDIUM DENSITY RESIDENTIAL TO PUBLIC FOR LOT 3, <br />BLOCK 4, OF THE D. S. COMBS ADDITION TO THE CITY OF SAN MARCOS, <br />TEXAS, LOCATED AT 611 MARTIN LUTHER KING DRIVE, AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the land use amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Guerra moved for adoption of <br />the Resolution and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the,caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING <br />LOT 3, BLOCK 4, OF THE D. S. COMBS ADDITION TO THE CITY OF SAN <br />MARCOS AS RECORDED IN VOLUME 42, PAGE 332 OF THE HAYS COUNTY <br />DEED RECORDS, LOCATED AT 611 MARTIN LUTHER KING DRIVE, FROM "M" <br />(SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO <br />"P" (PUBLIC AND INSTITUTIONAL DISTRICT) AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak for or against the zoning amendment. No one did, so Mayor <br />Morris closed the public hearing. Mr. Hart moved for adoption of <br />the Zoning Ordinance and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on second reading, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 9-1/2-1 OF THE CODE OF ORDINANCES TO <br />CHANGE THE TITLE OF THE SECTION, TO DELETE SUBSECTIONS (a) AND <br />(b) PERTAINING TO INTERIM RULES AND REGULATIONS AND LINE <br />EXTENSION POLICY, AND TO AMEND SMEU ELECTRIC TARIFFS REGARDING <br />TIME OF PAYMENT, SECURITY LIGHT MONTHLY RATE, CONNECT FEE, <br />NON-PAY RECONNECT CHARGE, DEPOSITS AND REFUND OF DEPOSITS; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak.
