City of San Marcos,Texas—2024-2025 Action Plan <br /> The City waives development and permit fees for Housing Authority projects and the construction and rehabilitation of affordable housing by non-profits <br /> and City programs. <br /> The City created a Council Committee on Homelessness in 2020,comprised of three City Council members.This Committee contracted to have a Strategic <br /> Plan developed as the next step to implementing solutions for the needs identified in the Homeless Needs Assessment.This strategic plan will provide <br /> recommendations for the use of approximately$800,000 that has been set aside by the City. <br /> The City contracts with the Greater San Marcos Partnership to recruit new business to San Marcos,while the Chamber of Commerce and the City's Main <br /> Street programs focus on supporting existing businesses. <br /> Describe coordination with the Continuum of Care and efforts to address the needs of homeless persons(particularly chronically homeless individuals <br /> and families,families with children,veterans,and unaccompanied youth)and persons at risk of homelessness. <br /> The City of San Marcos and Hays County are covered under the Texas Balance of State Continuum of Care run by the Texas Homeless Network.The Texas <br /> Homeless Network has published the 2021-24 Texas Homeless Network Texas Balance of State Continuum of Care Strategic Plan that helps guide progress <br /> in general. <br /> The Homeless Coalition of Hays County is led by local non-profit agencies. Its goal is to work with all cities and agencies in Hays County to increase <br /> interagency coordination,reduce duplication of services,and maximize limited resources.The Coalition is encouraging its members to use the Unite Us <br /> data platform to share referrals for service.The Coalition's plans for the coming year include being an advocate and voice for people who are homeless in <br /> San Marcos,providing networking opportunities to service agencies,and providing a venue for notifying members of funding opportunities. <br /> HOME Center of Central Texas is a non-profit that provides ongoing case management for people who are or have recently been homeless.HOME Center <br /> uses HMIS to record its case management notes,and the Texas Homeless Network is the Continuum of Care that oversees use of the HMIS system.HOME <br /> Center provides wholistic case management based on the needs of the individual,with the goal of moving people into housing as a first step,then ensuring <br /> they have services,so they remain stably housed. As part of this goal,case managers help with applications for services,transportation,medical needs, <br /> meal plans,etc.HOME Center occasionally uses funding to provide temporary emergency shelter(motel rooms)to people who are waiting on approval <br /> for more permanent housing or income. <br /> Describe consultation with the Continuum(s)of Care that serves the jurisdiction's area in determining how to allocate ESG funds,develop performance <br /> standards for and evaluate outcomes of projects and activities assisted by ESG funds,and develop funding,policies and procedures for the operation <br /> and administration of HIMIS. <br /> The City of San Marcos does not receive ESG funds.City staff consulted with the Continuum of Care organization,Texas Homeless Network,related to <br /> overall planning processes related to homelessness during development of the Consolidated Plan. <br /> 2.
