<br />28 <br />Regular Meeting August 26, 1991 Page 8 <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced for consideration Item 10.E. removed from <br />the consensus agenda, approval of Change Order No. 6 in the amount <br />of $44,744.68 for the Westover Addition streets and Drainage <br />Improvements. Mr. Guerra moved for approval of Change Order No. 6 <br />and Mr. Moore seconded the motion. Mr. Hart pointed out Item C02-27 <br />for three mailboxes at $50.00 each was out of line. The Council <br />voted unanimously for approval of the Change Order. <br />Mayor Morris introduced for consideration award of bid to provide <br />analytical services for testing 22 samples of liquid wastes as per <br />U.s. E.P.A. requirement of the Industrial Pretreatment Program. Ms. <br />Kissler moved to award bid to National Environmental Testing, Inc. <br />of Austin, Texas in the amount of $34,361.25 ($1,487.50 each = <br />$32,725.00 plus 5% quality control = $636.25, totaling $34,361.25) <br />and Mr. Guerra seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration award of bid for truck <br />hauling contract services for the Public Works Department. Ms. <br />Kissler moved to award bid to T-N-T (Thomas-N-Thomas) Hauling of San <br />Marcos, Texas in the amount of $1.75 per ton at $28.00 per hour per <br />truck with a maximum expenditure of $75,000.00 and Mr. Guerra <br />seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration award of bid to purchase a <br />telephone system for the New Police Headquarters. Mr. Moore moved <br />to award bid to San Marcos Telecom in the amount of $53,648.00 and <br />Ms. Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced a discussion regarding parking meter zones <br />as a continuing feature of the Traffic Chapter of the Code of <br />Ordinances and direction to staff. It was consensus of Council to <br />continue the present parking operations for downtown. Mr. Gilley <br />advised the Council there was a reduction in revenues but have good <br />collection results and improved business in the downtown area with <br />the present system. Staff recommends the parking meters be removed <br />if they are not going to be used. <br />Mayor Morris introduced a discussion regarding the San Marcos-Hays <br />County Health Department and direction to Staff. Mr. Gilley has met <br />with the County, and they want to accept the responsibility to <br />assume charge of health care for Hays County, including San Marcos. <br />The City is proposing to manage its own health-related issues, and <br />Staff is recommending we continue to administer our own programs <br />related to Ordinance requirements. Staff is talking with Ronnie <br />Dannelley, County Clerk, to handle municipal vital statistics and is <br />proposing the City keep four employees for the City's needs. Mr. <br />Gilley stated he thought the City could continue to operate for the <br />same amount as we have been, and Mayor Morris stated she was in <br />hopes we could operate for a lesser amount. The Council requested a <br />listing of what is needed to enforce our Ordinances. The Council <br />directed the City Manager proceed with the County assuming the <br />duties for health care and vital statistics with a projected date of <br />October 1st. <br />Mayor Morris introduced a discussion regarding recommendations to <br />the Charter Review Commission and direction to Staff. (1) Mayor <br />Morris recommends the Charter Review Commission look at districting <br />and who could assist them with providing information regarding <br />districting; (2) Ms. Kissler recommended the Commission look at <br />salaries for Council Members and that the salaries be used by the <br />Council for their travel expenses; (3) Mayor Morris was interested <br />in the Commission looking at the possibility of the City Council <br />receiving City benefits; (4) Mayor Morris wants the Commission to <br />consider increasing the Charter Review Commission membership from <br />five to seven; (5) and Mr. Gilley stated Staff will have some <br />recommendations for the Commission to consider by mid October and <br />will provide the recommendations to the Council when they are <br />compiled, possibly in two weeks. <br />
