<br />63 <br /> <br /> <br /> <br />Regular Meeting september 9, 1991 Page 6 <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A PROPOSED CONTRACT BETWEEN THE CITY AND THE <br />SAN MARCOS CHAMBER OF COMMERCE FOR THE ADMINISTRATION OF FUNDS <br />COLLECTED PURSUANT TO ARTICLE II OF CHAPTER 26 OF THE SAN <br />MARCOS CODE OF ORDINANCES AND AS AUTHORIZED BY CHAPTER 351, <br />TEXAS TAX CODE; AUTHORIZING THE CITY MANAGER TO EXECUTE THIS <br />CONTRACT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mr. Hart <br />seconded the motion. Mayor Morris moved to amend the Agreement as <br />provided in a memorandum dated September 7 from Larry Gilley to the <br />City Council: in section 1.B. to amend the operating and <br />administrative expenses not to exceed $73,541 (in place of fifteen <br />percent); in section 3.C. to amend a typographical error from <br />consent to counsel; in section 3.D. to make the following changes to <br />the membership - Chamber of Commerce - 2, including! from the <br />visitor industry, Hispanic Chamber of Commerce - 2, including! from <br />the visitor industry, Hospitality Association -~, and adding the <br />following language at the end of that Section - Appointments made ~ <br />the <?ity Council shall be for ~ term of one ill year, and each <br />appolntee shall be limited to three ill consecutive terms. Each <br />organizational appointee shall hold office for ~ term of three III <br />years, with at least one-third of the members appointed each year. <br />No member shall serve more than three ~ consecutive years, but <br />members may be eligible for reappointment after one year; in Section <br />3.E. to change $100 to $1,000; in section 3.F. to change consent to <br />counsel; and in section 3.A. to change the number of the membership <br />from ten to eleven l!!l members, and Mr. Plummer seconded the <br />motion. (1) Mr. Gilley stated the City of San <br />Marcos has been asked by the National Organization on Disability to <br />participate as a sponsor in the "Calling on America" program to call <br />to the attention of the public the needs of the disabled and to <br />provide for the disabled. No funds or formal vote of the Council <br />is needed to participate. (2) Mr. Gilley stated with SMEU now as a <br />City Department, the City is moving towards consolidated billing and <br />cycle billing. Cycle billing will be in four cycles with the first <br />cycle billing scheduled for September 16 (Mr. Guerra left during <br />this discussion - 8:13 p.m.). <br /> <br />Mayor Morris introduced the City Attorney's Report. (1) Mr. Taylor <br />advised the City Council revisions to the Traffic Ordinance in <br />Chapter 29 of the Code of Ordinances, would be presented to the <br />Council in the near future. (2) Mr. Taylor advised the Council <br />amendments were forthcoming to the Solicitor's Ordinance. (3) Mr. <br />Taylor advised the Council revisions are being made to some of the <br />more antiquated chapters in the Code in preparation for the <br />Recodification of the Code of Ordinances. <br /> <br />Mayor Morris introduced the City Council's Report. (1) Ms. Kissler <br />reminded the Council the TML Region VII Meeting is scheduled for <br />September 21. (2) Mayor Morris advised the Council Student <br />
