Introduction <br /> Brief Overview <br /> As a result of the 2010 Census, the San Marcos Urbanized Area (SM UZA) was defined. <br /> It includes parts of three counties (Hays, Caldwell, and Guadalupe County) and two <br /> cities (San Marcos and Martindale), in Texas with the City of San Marcos the dominant <br /> demographic. <br /> The change in Census designation triggered state and federal processes governing <br /> federal and state transit funding and the identification of a grantee for funds. Local and <br /> state processes were followed that involved holding Transportation Conferences, with <br /> the affected local governments as conferees. This included public hearings, formal <br /> meetings, and deliberations that resulted in the Capital Area Rural Transportation <br /> System (CARTS) being named as the direct recipient for the new SM UZA, effective <br /> March 1, 2013. CARTS and the City of San Marcos began working together to transfer <br /> the role of Direct Recipient. On October 1, 2019, Federal Transit Administration <br /> recognized the City of San Marcos as the direct recipient of federal funds for the SM <br /> UZA. <br /> The San Marcos Transit District is a division under the Public Works Department <br /> housed in the City of San Marcos. The City Manager is the Accountable Executive, and <br /> the City Council is the approving body. Attachment A shows an organizational chart for <br /> the Transit Division. <br />
