Phillips and <br />others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Planning Commission. Mr. Guerra moved to <br />reappoint Joe Pacheco and Ms. Kissler moved to reappoint Irene <br />Hindson, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Zoning Commission. Mayor Morris moved to <br />reappoint Bill cunningham and Ms. Kissler moved to appoint Robert <br />Mooney, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration confirmation of the City <br />Manager's appointment to the civil Service commission. Mr. Moore <br />moved to confirm Mr. Gilley'S appointment of James Scott and Mr. <br />Hart seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced a discussion on the proposed Mayor'S <br />Commission on Youth (Temporary Commission) and direction to Staff. <br />The Council reviewed a list from the Mayor of possible members of <br />this temporary Commission. The Council will consider at the October <br />28 Meeting the appointment of seven parents, seven students <br />(possibly one or two from junior high), seven parents and several <br />support people. The Mayor directed the people on the list be <br />contacted and the Council will call with additional names to be <br />considered for appointment. <br /> <br />Mayor Morris introduced a public hearing to review the program <br />performance on the extension of the Northeast Waterline to CTEC with <br />a Grant of $500,000 from the Texas Department of Commerce. Mayor <br />Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. <br /> <br />Mayor Morris introduced a public hearing to review the program <br />performance and receive citizen comments regarding activities <br />undertaken by the City to improve the street and drainage conditions <br />in the victory Gardens and Dunbar Neighborhoods funded with a <br /> <br />* Mr. Hart present 7:30 p.m.; Mr. Guerra present 7:35 p.m. <br />
