Mayor Morris <br />opened the public hearing and asked if anyone wished to speak. Rick <br />Hernandez reviewed some of the complaints in his mother's letter <br />regarding this project. No one else wished to speak, so Mayor <br />Morris closed the public hearing. Mr. Gilley responded that the <br />complaints about the pavement being narrower are untrue. The <br />Council stated the neighborhood should have been more fully <br />apprised of the project before construction began and to advise <br />neighborhoods more fully in the future. steve Jenkins stated his <br />department did not work on this project, but the streets are better <br />than they were with the new paving. Clotile Hanes stated the <br />streets and drainage are dramatically improved since the completion <br />of the project. She stated a portion of Knox and Ellis Streets <br />needed right-of-way, and they talked with neighbors about the <br />project and recevied 100% approval for the right-of-way needed for <br />the project. <br /> <br />Mayor Morris introduced a public hearing to receive public input <br />regarding a request for proposal from the Texas Department of <br />Criminal Justice for future state prison sites across Texas and hold <br />a discussion. Mr. Gilley reviewed what would be included in a RFP <br />and highlighted significant factors, including the donation of 300 <br />acres of land, and a contribution of $1.5 to $2 million. Mr. Gilley <br />reviewed the net present value of the prison sites with 500 beds, <br />2,250 beds and 1,000 beds over a ten-year period. Mayor Morris <br />opened the public hearing and asked if anyone wished to speak. Joe <br />Ptak stated he has a petition that was circulated by a coalition <br />against the prison that located in Kyle when San Marcos was <br />considered as a possible site. He stated the same coalition would <br />oppose a future prison in San Marcos. Jack Lindstrom stated he was <br />on the Economic Development Council when San Marcos was considered <br />as a location for a prison site in 1988. He stated it would require <br />a big effort to be selected as a site. No one else wished to speak, <br />so Mayor Morris closed the public hearing. It was consensus of <br />Council they would not be interested in financing a prison site and <br />did not wish to submit an application on behalf of San Marcos, but <br />would support other area communities interested in becoming a prison <br />site. <br /> <br />Mayor Morris introduced a public hearing and approval of an <br />Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, NAMING THAT PORTION OF STATE HIGHWAY 21 FROM ITS <br />INTERSECTION WITH STATE HIGHWAY 80 TO THE NORTHEAST CITY LIMITS <br />AS AIRPORT HIGHWAY; PROVIDING FOR PUBLICATION AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Jack Doughty stated the Airport Commission and he supported <br />the name change, as it will help to promote the visibility of the <br />airport for economic development. He stated signage and publicity <br />would also be required along with the name change. No one else <br />wished to speak, so Mayor Morris closed the pUblic hearing. Mr. <br />Guerra moved to approve the Ordinance on first reading and Ms. <br />Kissler seconded the motion. On roll call the following vote was <br />recorded: AYE - Moore, Hart, Morris, Guerra, Kissler, Plummer; NAY <br />- Hernandez; ABSTAIN - None. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 29-110 OF THE SAN MARCOS CODE OF <br />ORDINANCES BY THE ADDITION OF A STOP SIGN ON ALABAMA STREET AT <br />ITS INTERSECTION WITH ELLIS STREET; PROVIDING FOR SEVERABILITYj <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br />PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved to approve the Ordinance on first reading and Mr. <br />Guerra seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />
