106 Regular Meeting October 14, 1991 Page 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING A NO PARKING TOW-AWAY ZONE ON BOTH SIDES OF COMANCHE AND PAT GARRISON STREETS; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING A NO PARKING TOW-AWAY ZONE ON BOTH SIDES OF HUTCHISON STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and Ms. Kissler seconded the motion, which passed unanimously. Mayor Morris introduced for consideration adoption of a ReSOlution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOMINATING A CANDIDATE FOR THE BOARD OF DIRECTORS OF THE HAYS COUNTY APPRAISAL DISTRICT FOR THE PERIOD BEGINNING JANUARY 1, 1992; DIRECTING THE MAYOR TO SUBMIT THE NAME OF THE NOMINEE TO THE CHIEF APPRAISER OF THE HAYS COUNTY APPRAISAL DISTRICT; AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A FORMAT FOR HUMAN SERVICES PROVIDER CONTRACTS FOR FISCAL YEAR 1991-1992; AUTHORIZING NEGOTIATION AND EXECUTION OF THESE CONTRACTS BY THE CITY MANAGER, AND DECLARING AN EFFECTIVE DATE. Ms. Kissler moved for adoption of the Resolution and Mr. Moore seconded the motion, which passed unanimously. It was consensus of Council to provide the Youth Shelter's funding in its entirety at the beginning of the year instead of quarterly for this year only.
