<br />106 <br /> <br />Regular Meeting <br /> <br />October 14, 1991 <br /> <br />Page 3 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS <br />CODE OF ORDINANCES BY ADDING A NO PARKING TOW-AWAY ZONE ON BOTH <br />SIDES OF COMANCHE AND PAT GARRISON STREETS; PROVIDING FOR <br />SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A <br />PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Mr. Hernandez seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS <br />CODE OF ORDINANCES BY ADDING A NO PARKING TOW-AWAY ZONE ON BOTH <br />SIDES OF HUTCHISON STREET; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br />PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and <br />Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of a ReSOlution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, NOMINATING A CANDIDATE FOR THE BOARD OF DIRECTORS OF THE <br />HAYS COUNTY APPRAISAL DISTRICT FOR THE PERIOD BEGINNING JANUARY <br />1, 1992; DIRECTING THE MAYOR TO SUBMIT THE NAME OF THE NOMINEE <br />TO THE CHIEF APPRAISER OF THE HAYS COUNTY APPRAISAL DISTRICT; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution <br />nomination of Billy G. Moore as a candidate for <br />directors and Ms. Kissler seconded the motion. <br />following vote was recorded: <br /> <br />and moved for the <br />the board of <br />On roll call the <br /> <br />AYE: Hernandez, Hart, Morris, Guerra, Kissler, Plummer. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Moore. <br /> <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A FORMAT FOR HUMAN SERVICES PROVIDER CONTRACTS <br />FOR FISCAL YEAR 1991-1992; AUTHORIZING NEGOTIATION AND <br />EXECUTION OF THESE CONTRACTS BY THE CITY MANAGER, AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for adoption of the Resolution and Mr. Moore <br />seconded the motion, which passed unanimously. It was consensus of <br />Council to provide the Youth Shelter's funding in its entirety at <br />the beginning of the year instead of quarterly for this year only. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held September 23" 1991, adoption of an Ordinance <br />on third and final reading, adoption of nine ReSOlutions, approval <br />of a street closure on Friday, October 18, 1991 from 5:00 p.m.-6:30 <br />p.m. on San Antonio Street between LBJ and Guadalupe for the San <br />Marcos High School PTSO Spirit Committee Homecoming Pep Rally and <br />Royal Guard performances, approval to change dates of City Council <br />Regular Meetings in November and December (1) first Regular Meeting <br />in November - change Monday, November 11, 1991 (holiday) to Monday, <br />November 4, 1991 at 7:30 p.m.; (2) second Regular Meeting in <br />November - Monday, November 25, 1991 at 7:30 p..ro. (no change); (3) <br />first Regular Meeting in December - Monday, December 9, 1991 at 7:30 <br />p.m. (no change); and (4) second Regular meeting in December - <br />
