3.1 AIRPORT OPERATION <br /> General Operations. The Operator will: <br /> 3.1.1 Operate the Airport in a manner consistent with best practices for Airports of a <br /> similar character and perform all operational duties including controlling and <br /> monitoring operational, regulatory and safety compliance, in coordination with the <br /> City, of all regulatory agencies, all lessees and all FBOs involved in the operation <br /> of the Airport or who have regulatory jurisdiction over the Airport. <br /> 3.1.2 The Operator will be responsible for the following Operating Costs associated with <br /> these services: <br /> a. all utilities (electric, water,natural gas, heating fuels) <br /> b. communications; <br /> c. gasoline and diesel fuel; <br /> d. vehicle supplies and accessories; <br /> e. office, duplicating and photo supplies; <br /> f. medical and cleaning supplies; <br /> g. clothing and uniforms and other materials and supplies; <br /> h. outside services such as equipment rentals, temporary and/or part-time help, <br /> legal services fees,registrations,telephone,courier service,dues,subscriptions, <br /> postage and freight charges, advertising, printing and binding, insurance and <br /> other professional services; <br /> i. airport runway sweeping; and <br /> j. any and all expenses not identified in any other specific category. <br /> 3.1.3 Enforce all City ordinances, requirements and policies with regard to the use of the <br /> Airport and diligently monitor and take every reasonable action necessary to <br /> prevent smoking and animals (except for service dogs) on any part of the Airport <br /> accessible to the general public. <br /> 3.1.4 Develop and recommend operational policies,procedures and practices to the City <br /> Manager for approval by the City Council to ensure the efficient and effective <br /> operation of the runways, taxiways, aprons, other aircraft operating areas, lighting <br /> systems, navigational systems (not maintained by the FAA), roadways and fuel <br /> storage systems, Airport minimum commercial aeronautical standards (in <br /> accordance with FAA recommended standards and related policies for the <br /> operation of flight schools, aircraft maintenance and repair facilities, charter <br /> operations, fueling and other aviation specialty commercial uses). Such policies <br /> shall be non-discriminatory and in conformity with Chapter 10 of the San Marcos <br /> City Code. <br /> Page 9 of 34 <br />
