<br />3 <br /> <br /> <br /> <br />Regular Meeting November 4, 1991 Page 3 <br /> <br /> <br />Mayor Morris announced the public hearing had been advertised in the <br />newspaper on two occasions, and although the agenda did not cite a <br />public hearing would be held, she opened the public hearing to <br />receive public input. No one wished to speak, so Mayor Morris <br />closed the public hearing. Ms. Kissler moved for adoption of the <br />Ordinance on emergency and Mr. Guerra seconded the motion. Mayor <br />Morris moved to amend the Ordinance in Section 2.(a) to change <br />twenty-first (21st) day to twentieth (20th) day and Mr. Hernandez <br />seconded the motion, which passed unanimously. Mayor Morris moved <br />to amend Exhibit "A" under PAYMENT to change twenty-first (21st) day <br />to twentieth (20th) day and Mr. Moore seconded the motion, which <br />passed unanimously. The Council directed staff bring a progress <br />report to the Council in three months. The Council voted <br />unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1991-1992 <br />FISCAL YEAR TO PROVIDE FUNDING FOR DRAINAGE CULVERT REPAIRS ON <br />SAN MARCOS PARKWAY; AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and Mr. <br />Moore seconded the motion. The Council was advised the State had <br />advised the city part of the culvert has eroded. We have closed the <br />street and need to make repairs by replacing the culverts. The <br />Council requested ownership of the street be determined. Mr. Gilley stated this was for the <br />purchase of hand-held electronic meter reading devices, which <br />information will automatically go into our computer system for <br />billing purposes.
