A COMMUNITY-BASED VISION <br /> HOW TO USE <br /> THIS PLAN <br /> The Vision SMTX Comprehensive Plan (Plan) is intended to be a user-friendly <br /> plan to guide city staff, elected and appointed officials, the private development <br /> community, and the general public. The Plan is organized into five major sections <br /> and followed by a series of technical appendices. <br /> SECTION 1: A COMMUNITY-BASED PLAN <br /> This section provides an overview of historical growth and factors driving that <br /> growth, especially in more recent years. It also provides an overview of the <br /> planning process which was utilized in the creation of this document. <br /> SECTION 2: OUR VISION FOR EQUITABLE AND COMPATIBLE <br /> GROWTH <br /> The community's updated vision is introduced in the second section of the plan. <br /> It is accompanied by a set of Guiding Principles that were used throughout the <br /> planning process to guide decision making and weigh trade-offs. Section 2 also <br /> includes a set of goals, actions, and objectives for each of the Planning Elements <br /> that support and help to achieve the Vision and Guiding Principles. <br /> SECTION 3: PREFERRED GROWTH SCENARIO <br /> The third section of the Plan builds on the land use intensity matrix developed as <br /> part of the Vision San Marcos: A River Runs Through Us Comprehensive Plan. This <br /> section includes many of those key concepts with the introduction of overlays and <br /> Place Types. Place Types are a combination of high-level land use and land use <br /> intensity that help to communicate desired development qualities and patterns <br /> across San Marcos. <br /> SAN MARCOS COMPREHENSIVE PLAN 2024 21 <br />
