Mayor Morris moved to <br />amend the Ordinance as presented on third reading and Mr. Moore <br />seconded the motion. Mayor Morris stated the purpose of the amendment <br />was to clarify the restricted parking dimensions from the <br />intersections. The Council voted unanimously on the amendment. The <br />Council then voted unanimously for adoption of the Ordinance on third <br />and final reading. <br /> <br />Mayor Morris introduced for consideration approval of Minutes of the <br />Regular Meeting held November 4, 1991, approval of the Minutes of a <br />Special Meeting held November 14, 1991, approval of final Change Order <br />No.7 on Runway 8-26 Project at the Municipal Airport in the amount of <br />$7,698.10, adoption of four Resolutions, authorization for request for <br />invitation for bids on analytical services for testing of liquid <br />industrial waste samples, and sale by the City of Lots 5, 6, 7 and 8, <br />Block 26, Victory Gardens Addition, located in the 500 block of Knox <br />Street; and approval of street closures in connection with the Fifth <br />Annual Sights and Sounds of Christmas (Courthouse Square - San Antonio <br />Street between LBJ and Guadalupe and LBJ between San Antonio and <br />Hopkins from 5:30 p.m. to 10:00 p.m. on December 5, 6, and 7, 1991; and <br />Christmas Magic on San Antonio Street - W. San Antonio from Blanco to <br />Travis; Scott from San Antonio to Hopkins; Jackman from MLK to San <br />Antonio; Endicott from MLK to Hopkins and Railroad from MLK to San <br />Antonio from 6:00 p.m. to 9:30 p.m. on December 6 and 7, 1991) by <br />consensus. The Council requested to consider item 8.D.(2) separately. <br />Ms. Kissler moved to approve the Minutes of the Regular Meeting held <br />November 4, 1991, approve the Minutes of the Special Meeting held <br />November 14, 1991 (Mr. Guerra and Ms. Kissler abstaining), approve <br />final Change Order for Runway 8-26 Project, adoption of four <br />Resolutions, authorize the request for information for bids on the <br />analytical services, and the street closures for Sights and Sounds of <br />Christmas by consensus. Mr. Guerra seconded the motion, which passed <br />unanimously. The captions of the Resolutions read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING FINAL PAYMENT TO HUNTER INDUSTRIES, INC., FOR COMPLETION <br />OF THE RUNWAY 8-26 RECONSTRUCTION PROJECT (PAVING); ACCEPTING THE <br />PROJECT FOR USE BY THE CITY; AUTHORIZING FINAL PAYMENT IN THE <br />AMOUNT OF $78,019.49; AND DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING FINAL PAYMENT TO PECAN VALLEY ELECTRIC COMPANY, FOR <br />COMPLETION OF THE RUNWAY 8-26 RECONSTRUCTION PROJECT (LIGHTING AND <br />ELECTRICAL) ; ACCEPTING THE PROJECT FOR USE BY THE CITY; <br />AUTHORIZING FINAL PAYMENT IN THE AMOUNT OF $58,983.73; AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REQUESTING THE TEXAS DEPARTMENT OF TRANSPORTATION TO ASSIGN A <br />RESIDENT ENGINEER SOLELY TO HAYS COUNTY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AUTHORIZING THE PURCHASE OF RIGHT-OF-WAY IN CONNECTION WITH THE <br />RIVER ROAD PAVING AND DRAINAGE IMPROVEMENTS PROJECT; AUTHORIZING <br />THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS IN CONNECTION <br />WITH THIS PURCHASE; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration Item 8.D.(2), authorization <br />for bids to be obtained for the sale of City Lots 5, 6, 7, and 8, Block <br />26, Victory Gardens Addition, located in the 500 block of Knox Street. <br />Mr. Hart questioned Mr. Gilley regarding the city's disposition of the <br />sale of some of these types of properties. Mr. Gilley stated the City <br />has a couple of other potential sites that are being reviewed by staff <br />for disposal at such a sale, and hopes this will be a continual process <br />as appropriate lots are identified for this purpose. Mr. Gilley stated <br />the City has not moved as rapidly as perhaps the city Council would <br />like due to the fact some of the properties under consideration were <br />
