<br />50 <br /> <br /> <br />Regular Meeting November 25, 1991 Page 4 <br /> <br /> <br /> <br />also being analyzed for use by the low-income housing program. <br />However, because of some public/private partnership efforts regarding <br />that particular program, it appeared there may be some additional funds <br />available for extending that program into Phase II. The City would <br />move forward in trying to dispose of other parcels that clearly would <br />not fit that particular program. Mr. Hart asked Mr. Gilley if he <br />thought this could all happen in this fiscal year and Mr. Gilley stated <br />that not all sales would happen in this fiscal year. Mr. Moore <br />questioned Mr. Gilley if as the City divested these unused properties, <br />would there be enough funding involved so the City could keep the grant <br />program going and keep it a permanent fixture. Mr. Gilley stated it <br />would be possible if the City continued the partnership with Balcones <br />Bank. They would make loans for those who qualified under this <br />program. Mayor Morris asked Mr. Gilley to identify the lots needed in <br />Phase II Program and auction the remainder to get these back on the tax <br />roll. Mr. Gilley stated this would be difficult because there would be <br />a great deal of research into what the City does own in terms of <br />surplus lots. Ms. Kissler moved to authorize the bid for sale of Lots <br />5, 6, 7 and 8, Block 26, Victory Gardens Addition, located in the 500 <br />Block of Knox Street. Mr. Moore seconded the motion which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration award of bid for furnishings <br />for the new Police Headquarters and Training Facili ty. Mr. Gilley <br />stated there were some corrected total numbers because the bid allowed <br />the City to split the bid among the vendors in order to obtain the best <br />possible price on individual items. Mr. Gilley recommended to award <br />this bid to a number of vendors. Mr. Moore moved to award the bid of <br />furnishings of the new Police Headquarters and Training Facility as <br />follows: <br /> <br />VENDORS TOTALS <br /> <br />OFFICE FURNITURE DISTRIBUTORS $34,587.03 <br />THE INNER OFFICE $54,631.57 <br />BARKER OFFICE FURNITURE $ 6,199.94 <br />ROCKFORD BUSINESS INTERIORS $ 1,927.99 <br />ROBERT WEISZ OFFICE FURNITURE CO. $ 7,312.80 <br />WILSON BUSINESS PRODUCT SYSTEMS $13,136.37 <br />KLIPPLES BUSINESS PRODUCTS $ 6,110.00 <br />SMITH BUSINESS INTERIORS $ 5,874.66 <br /> <br />TOTAL $129,780.36 <br /> <br />Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mr. Hart introduced for consideration award of bid for remodeling the <br />remainder of the building for the new Police Headquarters and Training <br />Facility (Phase II Construction). (Mayor Morris abstained due to her <br />spouse's business interest with one of the bidders and left the room). <br />Captain Dan Nelson addressed the Council that this was the second and <br />final phase of this project and they expect completion at the end of <br />March or the first of April. Ms. Kissler moved to award the bid for <br />Phase II Construction of the New Police Headquarters and Training <br />Facility to Stokes Construction Company with the base bid amount being <br />$489,201.00, and the additional alternate #' s 2, 3, 4 and 5 with a <br />total bid in the amount of $516,399.00 and Mr. Moore seconded the <br />motion, which passed unanimously. <br /> <br />Mr. Hart introduced a discussion and direction to staff regarding a <br />video recording system for the Council Chambers. Mr. Gilley stated the <br />City had been reviewing this process in what would be required <br />technically to be able to do this. It would be a taped re-broadcast <br />rather than a live broadcast because it required far more equipment <br />than feasible to purchase at this particular time. The system offers a <br />high quality re-broadcast system. It would be a four camera mounted <br />system, remotely controlled, in terms of pan and tilt and also close up <br />and distant shots. Council received two proposals, and the staff <br />recommends the proposal broken out into three areas; 1) Audio System- <br />$7,702.31, 2) Lighting - $1,020.01 and 3) Video System $77,265.01. <br />
