area over at least a 10 year period. <br />1.2.4 Assist in the development of two (estimated) service area maps using current System <br />Collection and Certificate of Convenience and Necessity (CCN) maps as a baseline. <br />1.2.5 Prepare a Capital Improvements Plan and present this Plan to the City in a written report. <br />1.2.6 Identify and develop a list of anticipated water and wastewater projects for the next 10 <br />years by using the existing CIP projects as a baseline for the identification of additional impact <br />fee projects. <br />1.2.7 Develop preliminary cost estimates for identified projects and calculate project capacity <br />attributable to new development. In addition, the Consultant will calculate the maximum impact <br />fee allowed. <br />1.2.8 Prepare and provide a resolution to the City establishing a Citizen's Advisory Committee <br />("CIAC"). <br />1.2.9 Provide Quality Control and Quality Assurance for all Project related data. <br />1.2.10 Prepare and facilitate the adoption of a City Council resolution, using proper City format. <br />and adhering to State mandated guidelines to establish public hearing date(s) and to approve the <br />LUA/CIP . <br />1.2.11 Create a CIP to serve the anticipated land uses and future growth to include: <br />a) A description of existing capital improvements with the service area and the cost <br />to upgrade, improve, expand, or replace the improvements to meet existing needs. <br />b) An analysis of the total capacity, the level of current usage, and commitments for <br />usage of the current system. <br />c) A description of all or parts of the capital improvements or facility expansions <br />and the cost necessitated by and attributable to new development in the service <br />area based on the approved land use assumptions. <br />d) A definitive table establishing the specific level or quantity of use, consumption, <br />generation, or discharge or a service unit for each category of capital <br />improvement (water and wastewater) and a conversion table establishing a <br />conversion between service units and the various land uses in accordance with <br />Chapter 395 of the Texas Local Government Code (Chapter 395). Chapter 395 <br />requires that impact fees be based upon a defined service unit. For the purposes <br />of this contract, a service unit means a standardized measure of consumption or <br />discharge attributable to an individual unit of development for which the water <br />meter size will be used. <br />e) The total number of projected service units necessitated by and attributable to new <br />development in the service area based on the approved land use assumptions. <br />LAN Agreement 2008 <br />3 <br />
