Draft 4/04/08
and subcontractors in connection with this Agreement will not diminish the Consultant's
responsibility for the materials.
1.0.6 Consultant will perform all of its services in coordination with the City. The Consultant
will advise the City of data and information the Consultant needs to perform its services and the
Consultant will meet with City representatives at mutually convenient times to assemble this data
and information.
1.1 TASK 1- PROJECT COORDINATION AND DATA COLLECTION
The Consultant will:
1.1.1 Attend a kickoff workshop meeting and meetings for each of the following for a total of
six meetings including:
a) City staff;
b) City Council;
c) Capital Improvements Advisory Board; and
d) Public Hearings
1.1.2 Facilitate the City's collection of data necessary for the preparation of the 10-year Land
Use Assumptions ("LUA").
1.1.3 Prepare the 10-year LUA based on service area maps developed under this Agreement.
1.1.4 Coordinate with the City on a regular basis to discuss Project progress and to calculate
the maximum allowable impact fees for water and wastewater.
1.2 TASK 2 -PREPARATION OF CIP AND LAND USE ASSUMPTIONS
The Consultant will:
1.2.1 Identify and describe the service area. For water and wastewater facilities, the service
area is the area within the corporate boundaries or extraterritorial jurisdiction ("ETJ") that is
served, or conceivably will be served by the Water/Wastewater System (the "System").
1.2.2 Base impact fees in accordance with State law on either a single service area or on
multiple, geographically defined service areas. If multiple services areas are chose, the same
underlying land use assumptions and capital improvement plan will be used to establish the fee
in each distinct service area. In the event the City chooses this approach, base studies will be
redone to break out the projects and projected service units by the newly defined service areas.
1.2.3 Prepare land use assumptions for the identified service areas. These assumptions will
include projections of changes in land uses, densities, intensities, and population in the service
LAN Agreement 2008
2
