68 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 16, 1991 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Ronald K. Hart Council Members Billy G. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, UPDATING, CLARIFYING AND AMENDING CHAPTER 29, TRAFFIC, OF THE SAN MARCOS CODE OF ORDINANCES; ESTABLISHING A FEE TO BE CHARGED FOR A PARADE PERMIT; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Mr. Moore moved to approve the Ordinance on first reading and Mr. Hart seconded the motion. Mr. Guerra moved to amend Page 10, Sec. 29-56 to delete the last two words in the section and for the sentence to read: "This definition does not apply to toy tricycles," and Ms. Kissler seconded the motion, which passed unanimously. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 FISCAL YEAR TO PROVIDE FUNDING FOR PARKING METER REMOVAL AND PROVIDING AN EFFECTIVE DATE. Ms. Kissler moved for approval of the Ordinance on second reading and Mr. Hart seconded the motion. Mr. Gilley stated the meters could be sold through a bidding process, public auction or the meters could be sold individually for market value. Mayor Morris stated we might look at the possibility of having a city parking lot and using the meters in the lot. The Council voted unanimously for approval of the Ordinance on second reading. Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 AND 30-35, RESPECTIVELY, OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPYING PREMISES WHICH ARE CONNECTED WITH THE CITY WATER SYSTEM, AND TO
