Ron Patterson <br />Director of Env. and Engineering Steve Jenkins <br />Police Chief Tom Martin <br />Director of Library Stephanie Langenkamp <br />Director of Human Resources Carolyn Liner <br /> <br />Also Present: John DeMoor, Collette Boruff, Kelly Franks, Melissa <br />Millecam, Cheryl Pantermuehl, Dan Nelson, Fred Sanderson, Joe <br />Pacheco and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, UPDATING, CLARIFYING AND AMENDING CHAPTER 29, TRAFFIC, <br />OF THE SAN MARCOS CODE OF ORDINANCES; ESTABLISHING A FEE TO BE <br />CHARGED FOR A PARADE PERMIT; PROVIDING FOR SEVERABILITY; <br />REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br />PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved to approve the Ordinance on first reading and Mr. <br />Hart seconded the motion. Mr. Guerra moved to amend Page 10, Sec. <br />29-56 to delete the last two words in the section and for the <br />sentence to read: "This definition does not apply to toy <br />tricycles," and Ms. Kissler seconded the motion, which passed <br />unanimously. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1990-1991 <br />FISCAL YEAR TO PROVIDE FUNDING FOR PARKING METER REMOVAL AND <br />PROVIDING AN EFFECTIVE DATE. <br /> <br />Ms. Kissler moved for approval of the Ordinance on second reading <br />and Mr. Hart seconded the motion. Mr. Gilley stated the meters <br />could be sold through a bidding process, public auction or the <br />meters could be sold individually for market value. Mayor Morris <br />stated we might look at the possibility of having a city parking lot <br />and using the meters in the lot. The Council voted unanimously for <br />approval of the Ordinance on second reading. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on second reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING EXHIBITS A AND B TO SECTIONS 30-27 AND 30-35, <br />RESPECTIVELY, OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE <br />THE CHARGES TO BE PAID BY ALL PERSONS OWNING OR OCCUPYING <br />PREMISES WHICH ARE CONNECTED WITH THE CITY WATER SYSTEM, AND TO <br />
