Mr. Moore moved for approval of the Ordinance on second reading and Ms. Kissler seconded the motion. Mr. Gilley stated he is in hopes we can expedite the process in collecting data regarding an inverted block rate. The cost of out of the City service is determined by cost of service at a rate based on $7.50 for the first 2,000 gallons or less and $2.02 per 1,000 additional. On roll call the following vote was recorded: AYE: Moore, Hernandez, Morris, Kissler, Plummer. NAY: Hart, Guerra. ABSTAIN: None. The Council requested this item not be on the consensus agenda at third reading. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held December 9, 1991, approval of two Ordinances on second reading, adoption of three Ordinances on third and final reading, adoption of six Resolutions, authorization to bid three projects: (1) physical readiness equipment for the Police Headquarters and Training Facility, (2) camcorder/editing system for the Police Headquarters and Training Facility, and (3) fuel and fleet card management system, and rejection of bids received for the Fire Department Training Tower on consensus. Mayor Morris stated she received a letter from Jerry Keys advising he will make a presentation before the Council if they would like him to regarding Item 5.D.(1)-Lafarge Corporation. MF. Moore expressed an interest in a presentation, and Mr. Guerra stated he would like to receive more information in writing to review. Ms. Kissler moved for approval of the minutes of the Regular Meeting held December 9, 1991, for approval of the two Ordinances on second reading, for adoption of the three Ordinances on third and final reading, for adoption of the six Resolutions, for authorization to bid the three projects and rejection of bids on the Fire Training Tower by consensus and Mr. Guerra seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-9 OF THE SAN MARCOS CODE OF ORDINANCES TO MORE CLEARLY DEFINE THE CITY MANAGER'S AUTHORITY TO MAKE PURCHASES ON BEHALF OF THE CITY AND TO AUTHORIZE THE CITY MANAGER TO PROMULGATE PURCHASING POLICIES AND PROCEDURES; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES AND RESOLUTIONS; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CHANGING THE NAME FOR THE 2100 THROUGH 2800 BLOCKS OF NORTH LBJ DRIVE TO BISHOP STREET; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING AND ALLOWING, UNDER THE ACT GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, "UPDATED SERVICE CREDITS" IN SUCH SYSTEM ON AN ANNUAL BASIS FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM WHO AT THE EFFECTIVE DATE OF THE ALLOWANCE ARE IN THE EMPLOYMENT OF THE CITY OF SAN MARCOS; PROVIDING FOR INCREASED PRIOR AND CURRENT SERVICE ANNUITIES FOR RETIREES AND BENEFICIARIES OF DECEASED RETIREES OF THE CITY; AMENDING SECTION 2-46 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE MUNICIPAL CONTRIBUTIONS TO THE CURRENT SERVICE ANNUITY RESERVE AT RETIREMENT; AND ESTABLISHING AN EFFECTIVE DATE FOR
