the City by changing the base zoning for said tract from "SF-6" Single-Family Residential <br />District to "PDD" Planned Development District with "MU" Mixed Use base zoning; and <br />approving a land use plan and development standards for the Retreat on Willow Creek <br />Planned Development District located on said tract of land; and including procedural <br />provisions; and consider adoption of Zoning Ordinance 2009-81. <br />Mayor Narvaiz opened the Public Hearing at 8:34 p.m. <br />There being no comments, the Public Hearing was closed at 8:36 p.m. <br />MOTION: Upon a motion made by Councilmember Terry and a second by Councilmember <br />Couch, the City Council voted six (6) for and none (0) opposed, with Councilmember Jones <br />absent from the dais, to approve Ordinance 2009-81, as previously captioned. The motion <br />carried unanimously. <br />NON-CONSENT AGENDA <br />25. Consider appointment of a City Council Member to the Efficiency Task Force. <br />MOTION: Upon a motion made by Councilmember Terry, and seconded, the City Council <br />voted seven (7) for and none (0) opposed, to appoint Ryan Thomason to the Efficiency Task <br />Force. The motion carried unanimously. <br />26. Consider appointments to Boards and Commissions. S <br />A. Airport Commission: reappointed John A. Diaz, Ronald Dickens and Shaune Fraser; and <br />appointed Dan Gibson and Shaune Maycock <br />B. Animal Shelter Advisory Board: reappointed Mark Brinkley and Bert Stratemann <br />C. Arts Commission: reappointed Dianne McCabe and Arlis Hiebert; and appointed Jennifer <br />Roby <br />D. Construction Board of Appeals: appointed Clark Huff and Mathew Swihart <br />E.
