<br />7 <br /> <br />Regular Meeting <br /> <br />January 8, 1990 <br /> <br />Page 7 <br /> <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEMBER 11, 1989 <br />WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br />CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br />GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br />OCTOBER 1, 1989 AND ENDING ON SEPTEMBER 30, 1990, AND <br />APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br />SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE <br />SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and <br />Mr. Hernandez seconded the motion. On roll call the following <br />vote was recorded: <br /> <br />AYE: <br /> <br />Moore, Hernandez, Hart, Morris, Kissler, Plummer. <br /> <br />NAY: <br /> <br />Guerra. <br /> <br />ABSTAIN: <br /> <br />None. <br /> <br />Mayor Morris introduced for consideration approval to authorize <br />purchase of property in connection with the Post Road <br />improvements. Mayor Morris moved to table this item to the next <br />meeting and Ms. Kissler seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced a discussiQn and direction to Staff <br />regarding the Tax Abatement Agreements with Prime Group, Inc. and <br />VF Factory Outlets, Inc. The Staff was directed to formulate an <br />agreement on the following criteria: 5-year term; 100%; real <br />property abatement on permanent improvements - VF (Years 1-5) <br />60,000 square feet, Prime (Year 1) 180,000 square feet, Prime <br />(Years 2-5) 311,000 square feet; includes fee waivers, <br />development fees, site fees, platting and permitting; jobs <br />required for VF (Years 1-5) 38 fulltime, 12 part time, Prime <br />(Year 1) 135 fulltime, 196 part-time, Prime (Years 2-5) 232 <br />fulltimè, 338 part-time; Prime and VF to produce sales tax as <br />follows: (Year 1) $100.00 per square foot of sales, (Year 2) <br />$125.00 per square foot of sales, (Years 3-5) $150.00 per square <br />foot of sales - over 5-year period $3.5 million in sales tax <br />revenues. In addition Prime will pay City by January, 1992 <br />$70,000.00 towards a transit system. The Council is favorable <br />of having a transit system. There will be a penalty provision to <br />equate jobs to abatement after C.A.D. appraises.
