<br />24 <br /> <br />lID- <br /> <br />C I TV OF SAN MARCOS <br /> <br />TO: <br /> <br />OFFICE MEMORANDUM <br /> <br />Mayor Kathy Morris and City Council Members <br /> <br />FROM:Charter Review Commission, 1989/90 <br /> <br />SU~E~barter Revisions <br /> <br />DATE: <br />January l5, 1990 <br /> <br />The Charter Review Commission of the City of San Marcos submits to <br />the City Council proposed revisions to the following sections of the <br />City Charter: <br /> <br />1. <br /> <br />Section 3.06- To provide a chain of authority for the <br />calling of elections to fill vacancies on the City Council. <br /> <br />2. <br /> <br />Section 5.08- To conform the oath of office for city officials <br />to that prescribed by the Texas Constitution for state <br />officials. <br /> <br />3. <br /> <br />Section 7.01- To separate provisions pertaining to the <br />composition of the Planning Commission from those pertaining <br />to the Zoning Commission; to allow representation on the <br />Planning Commission by residents of the City's <br />extra-territorial jurisdiction; and to delete a provision <br />allowing dual service on both the Planning and Zoning <br />Commissions by as many as two persons. <br /> <br />4. <br /> <br />Section 7.06- To more clearly define the duty of the Planning <br />Commission to submit recommendations to the City Council on <br />development proposals; to allow for review of the Master Plan <br />once each three years instead of requiring an annual report to <br />the City Council; and to require that a public hearing on the <br />subdivision ordinance be held at least once each three years <br />rather than annually. <br /> <br />5. <br /> <br />Section 12.02- To allow service as city officials by persons <br />who own certain interests in business entities which do <br />certain amounts of business with the city. <br />
