24 lID- C I TV OF SAN MARCOS TO: OFFICE MEMORANDUM Mayor Kathy Morris and City Council Members FROM:Charter Review Commission, 1989/90 SU~E~barter Revisions DATE: January l5, 1990 The Charter Review Commission of the City of San Marcos submits to the City Council proposed revisions to the following sections of the City Charter: 1. Section 3.06- To provide a chain of authority for the calling of elections to fill vacancies on the City Council. 2. Section 5.08- To conform the oath of office for city officials to that prescribed by the Texas Constitution for state officials. 3. Section 7.01- To separate provisions pertaining to the composition of the Planning Commission from those pertaining to the Zoning Commission; to allow representation on the Planning Commission by residents of the City's extra-territorial jurisdiction; and to delete a provision allowing dual service on both the Planning and Zoning Commissions by as many as two persons. 4. Section 7.06- To more clearly define the duty of the Planning Commission to submit recommendations to the City Council on development proposals; to allow for review of the Master Plan once each three years instead of requiring an annual report to the City Council; and to require that a public hearing on the subdivision ordinance be held at least once each three years rather than annually. 5. Section 12.02- To allow service as city officials by persons who own certain interests in business entities which do certain amounts of business with the city.
