CLEMENTS, GOVERNOR OF THE STATE OF TEXAS, BY <br />INSTRUMENT DATED NOVEMBER 7, 1979, AND RECORDED IN VOLUME <br />334, PAGE 314, HAYS COUNTY DEED RECORDS, HAYS COUNTY, TEXAS, <br />A/K/A 1301 LH.35 NORTH, FROM "P" (PUBLIC AND INSTITUTIONAL <br />DISTRICT) AND "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD <br />BUSINESS DISTRICT) TO "c" (COMMERCIAL DISTRICT); AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak for or against the Zoning Ordinance. No one did, so <br />Mayor Morris closed the public hearing. Mr. Moore moved for <br />adoption of the Zoning Ordinance and Mr. Hernandez seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEMBER 11, 1989 <br />WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br />CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br />GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br />OCTOBER 1, 1989, AND ENDING ON SEPTEMBER 30, 1990, AND <br />APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br />SUCH ESTIMATES, TO REVISE SAID ESTIMATES AND TO <br />REAPPROPRIATE SAID FUNDS, ADOPTING SAID REVISIONS AND <br />ESTIMATES, AND DECLARING AN EMERGENCY. <br /> <br />Ms. Kissler moved for adoption of the Ordinance on emergency and <br />Mr. Plummer seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, RENAMING THE OLD FISH HATCHERY BUILDING AS THE "FRED <br />J. RICHAN BUILDING"; REPEALING ALL CONFLICTING ORDINANCES; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Hernandez moved for approval of the Ordinance on first <br />reading and Ms. Kissler seconded the motion. Helen VanGundy of <br />the Hays County Historical Commission read into the record a <br />letter from its Chairperson, Mrs. Jack Stovall, a copy of which <br />is attached recommending the name of the building not be changed <br />and offering other suggestions to acknowledge Mr. Richan's <br />donation. Mayor Morris advised that Mr. Richan is a retired <br />employee of the Fish Hatchery who has offered an endowment to the <br />City for the maintenance of this building and is interested in <br />the building being named after him. Gwen Smith suggested it <br />would be in order for a policy to be established for the purpose <br />of changing the names of City buildings. The Council directed <br />the Parks and Recreation Board with the assistance of <br />representation from the Heritage Association, Heritage Guild and <br />Heritage Commission recommend a procedure for changing the names <br />of buildings. Mr. Guerra moved to table this matter for such a <br />report and Ms. Kissler seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br />
