The need <br />was discussed for paid staff at the centers, and the Census <br />Bureau will be encouraged to employ bilingual enumerators. In <br />1980 the INS initiated raids, and no written policy has been <br />forthcoming from the INS for 1990. Mr. Gilley advised the <br />Council San Marcos is working with the Austin Census Bureau <br />Branch, and San Marcos will have eight assistant centers. The <br />Council voted unanimously for adoption of the Resolution. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A TAX ABATEMENT <br />AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND ROHR <br />INDUSTRIES, INC., AUTHORIZING THE CITY MANAGER TO EXECUTE <br />THE AGREEMENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing. R. G. Phillips expressed <br />concern for the 5-year abatement and what products would be <br />manufactured by Rohr. Mr. Phillips pointed out the discrepancy <br />that the tax concession would be $47,000 rather than $41,000 <br />annually for five years. Mr. Phillips wanted the agreement to <br />require Rohr to employ residents of San Marcos, to which Mayor <br />Morris advised him we could encourage but not require them to do <br />so legally. Jane Hughson stated she is in favor of the <br />abatement. Janace Wade, Chairperson of the San Marcos Chamber of <br />Commerce, read into the record a letter of support, which is <br />attached. Garland Warren stated this abatement will help the <br />future tax burden of San Marcos, a~d that they will be spending <br />money in San Marcos. No one else wished to speak, so Mayor <br />Morris closed the public hearing. Mr. Plummer moved for adoption <br />of the Resolution and Mr. Hernandez seconded the motion. Mr. <br />Guerra stated to Mr. Phillips the City Council has made an effort <br />to meet a dire need in our City and stated the Council's decision <br />is for the good of all San Marcos with the priorities to create <br />jobs and increase our tax base. He stated there are citizens who <br />need the low-income jobs that are being created, and that Mr. <br />Guerra is glad those jobs are here in San Marcos rather than <br />elsewhere in Texas. The Council voted unanimously for adoption <br />of the Resolution. <br /> <br />Mayor Morris introduced for consideration adoption of an <br />Ordinance on emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THAT ORDINANCE ADOPTED SEPTEMBER 11, 1989 <br />WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF <br />CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL <br />GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING <br />OCTOBER 1,1989 AND ENDING ON SEPTEMBER 30, 1990, AND <br />APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF <br />SUCH ESTIMATE, TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE <br />SAID FUNDS, ADOPTING SAID REVISIONS AND ESTIMATES, AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Moore moved for adoption of the Ordinance on emergency and <br />Mr. Hernandez seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 12, SECTION 12-8, GARBAGE AND <br />RUBBISH COLLECTION CHARGES BY CITY FOR RESIDENTIAL UNITS, OF <br />THE SAN MARCOS CODE OF ORDINANCES TO DECREASE THE MONTHLY <br />AMOUNT DEPOSITED IN THE ESCROW OR RESERVE FUND AND DECLARING <br />AN EFFECTIVE DATE. <br />
