Mr. Gilley advised the <br />Council the City is paying for the increase from the Landfill <br />Account with no increase to the citizens during this fiscal year. <br />Mike Mayer of BFI briefed the Council on two alternatives for <br />residential recycling. (1) An 18-gallon plastic basket similar <br />to a laundry basket at each residence to place recyclable items <br />for once a week pickup, such as paper, glass, some plastic <br />containers, including milk, juice and 2-liter soft drink <br />containers, aluminum and tin. A separate BFI truck would <br />collect the recyclable items, and this would be a costly method. <br />(2) The blue-bag program would be blue bags made with special <br />strength provided to the residences to place all recyclable items <br />in and would be separated from other wastes at the landfill site. <br />The only product not recyclable with the blue-bag program is <br />glass, as it contaminates the paper. The cost of the bins would <br />be approximately $2.50-$4.00 per home per month and $2.00 plus <br />per home per month for the blue-bags. The reduction from the <br />waste stream could be as much as 25%. Austin is experiencing a <br />20-25% reduction. The blue-bag program is being implemented with <br />100,000 residential customers outside the City limits of Houston, <br />and BFI is contracting with Pittsburg to implement the blue-bag <br />program. It was consensus of Council for BFI to provide figures <br />for the Council's review. The Council voted unanimously for <br />approval of the Ordinance on first reading. <br />Mayor Morris introduced for consideration reconsideration of a <br />Zoning Ordinance. The Council did not wish to reconsider the <br />Ordinance.
