<br /> ID5 <br />Regular Meeting March 26, 1990 Page 5 <br />seek funds to do the Phase II restoration. Frances Stovall <br />stated they had undertaken to have the building- declared an <br />historic structure and then seeked funding for restoration. She <br />advised the Council this building was the first jail in Hays <br />County in 1872. They were notified of a grant in the amount of <br />$2/500.00 and later advised the amount was $3,500.00. The <br />Council indicated they were in favor of funding Phase I <br />(weatherizing the building) and would not be able to fund Phase <br />II and wanted the community to make contributions to complete the <br />needed restoration of the building. The Council voted <br />unanimously for adoption of the Reso.lution. <br />Mayor Morris introduced for consideration Item 8.F. removed from <br />the consensus agenda, approval of the use of General Fund <br />Contingency Funds for the City's portion of the match regarding <br />the Grant Application submitted to Texas Historical Commission <br />for restoration of the Calaboose. Mr. Guerra moved for approval <br />of the use of $10/000.00 for the City's match and Mr. Hart <br />seconded the motion. Mayor Morris stated the City's commitment <br />is only to Phase I of the project. Mr. Guerra withdrew his <br />motion for the use of $10,000.00 and moved for approval of the <br />use of $7,000.00 for the City's match towards the Grant. The <br />motion failed for lack of a second. Mr. Moore then moved for <br />approval of the use of $10/000.00 for the City's match (which <br />includes $3,000.00 towards rehabilitating the exterior) and Mr. <br />Hart seconded the motion, which passed unanimously. <br />Mayor Morris introduced for reconsideration Item 5, presentation <br />by San Marcos River Foundation, Et Al to support the City's <br />adoption of a Litter Abatement and Container Ordinance. Mr. <br />Plummer moved for reconsideration and Mr. Hernandez seconded the <br />motion, which passed unanimously (Mr. Hart not present to vote on <br />thi s item). Mr. Taylor clarified that fines on enforcement of <br />the state law are on convictions. <br />Mayor Morris introduced for consideration award of bid on a pot <br />hole patcher for the Public Works Department. Ms. Kissler moved <br />to award bid to Waukesha-Pearce Industries / Inc. in the amount of <br />$41,000.00 and Mr. Guerra seconded the motion, which <br />passed unanimously. <br />Mayor Morris introduced for consideration award of bid on the <br />Spring Lake Well No. 4 Project. Mr. Guerra moved to award bid to <br />Frank Rosenkranz & Sons of San Antonio, Texas, in the amount of <br />$34/975.00 and Mr. Moore seconded the motion, which passed <br />unanimously. <br />Mayor Morris introduced acknowledging receipt of applications <br />from Banking Services Institutions. The Council acknowledged <br />receipt of one proposal from Victoria Bank and Trust. The <br />Council expressed an interest in a simplication of this request <br />for proposals. <br />Mayor Morris introduced a discussion regarding a proposed tax <br />abatement agreement with Parkview Metals Projects, Inc. and <br />direction to Staff. The Council discussed the creation of jobs <br />by the company over a three-year period as follows: by the end <br />of 1991/ a total of 100 jobs; by the end of 1991 a total of 150 <br />jobs and by the end of 1993 a total of 200 jobs. The City <br />Secretary was directed to send notification of the tax abatement <br />to all the other taxing entities and schedule a public hearing <br />for the April 9/ 1990 Regular Meeting. <br />Mayor Morris introduced a discussion regarding the Sign Ordinance <br />revisions and direction to Staff. Aart Millecam was serving as <br />Chairman of the Planning Commission, and George VonderLippe was <br />serving as Chairman of the Zoning Commission when the proposed <br />revisions were formulated into recommendations to the Council. <br />Mr. Millecam stated a lot of input was received before the <br />
