<br />104 <br /> <br /> <br /> <br /> <br />Regular Meeting March 26, 1990 Page 4 <br /> <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ACCEPTING THE PUBLIC WORKS COMPLEX PROJECT FROM <br />DRYMALLA CONSTRUCTION COMPANY FOR USE BY THE CITY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING CERTAIN CITY OFFICIALS TO SIGN CERTAIN <br />BANK SERVICES DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPOINTING PRESIDING JUDGES AND ALTERNATE JUDGES TO <br />SERVE IN THE JOINT GENERAL AND SPECIAL ELECTION OF THE CITY <br />TO BE HELD ON MAY 5, 1990; CHARGING EACH JUDGE WITH THE DUTY <br />TO HOLD THIS ELECTION IN HIS/HER RESPECTIVE POLLING PLACE <br />FOR EACH RESPECTIVE PRECINCT; APPOINTING A PRESIDING JUDGE <br />OF THE CENTRAL COUNTING STATION, A TABULATION SUPERVISOR OF <br />THE CENTRAL COUNTING STATION; AND A CENTRAL COUNTING STATION <br />MANAGER; APPROVING THE APPOINTMENT BY THE PRESIDING JUDGE OF <br />THE CENTRAL COUNTING STATION OF CERTAIN CLERKS, APPROVING <br />THE APPOINTMENT BY THE TABULATION SUPERVISOR OF CERTAIN <br />ASSISTANTS; APPROVING THE APPOINTMENT BY THE ABSENTEE VOTING <br />CLERK OF CERTAIN ASSISTANT ABSENTEE VOTING CLERKS, AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris introduced for consideration Item 8.D. (3) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED <br />CONTRACT WITH RENE BATES AUCTIONEERS, INC. FOR THE PROVISION <br />OF AUCTIONEERING SERVICES; AUTHORIZING THE CITY MANAGER TO <br />EXECUTE THE CONTRACT .AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mr. Plummer <br />seconded the motion. The Council asked the City Manager how the <br />Bates firm was selected, and Mr. Gilley stated consultants were <br />not typically bid and that Bates is geared for municipal <br />auctions. Mr. Gilley advised it is common for the inclusion of <br />bicycles and heavy equipment in city auctions. The Council <br />directed the City seek local proposals for auctioneering <br />services. Mayor Morris moved to table adoption of the Resolution <br />and Ms. Kissler seconded the motion, which passed unanimously. <br /> <br />Mayor Morris introduced for consideration Item 8.D. (2) removed <br />from the consensus agenda, adoption of a Resolution, the caption <br />which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A GRANT <br />APPLICATION FOR THE RESTORATION OF THE CA~ABOOSE; RATIFYING <br />THE SUBMISSION OF THE GRANT APPLICATION, ON BEHALF OF THE <br />CITY, TO THE TEXAS HISTORICAL COMMISSION AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Hart moved for adoption of the Resolution and Mr. Moore <br />seconded the motion. Mr. Gilley advised the Council the City <br />building is located at Fredericksburg and MLK Drive. The <br />proposal of $10,000.00 would be for exterior rehabilitation only, <br />to keep the building from further deteriorating. It would then <br />be possible to seek further grants for restoration of the <br />building. Jeff Kester advised the Council the deadline for <br />expending the $3,500.00 grant is July 15/ 1990. The City's <br />portion of the grant would be $7,000.00, and it is Mr. Kester's <br />estimation it would take $10/000.00 to weatherize the building. <br />The Mayor stated she did not think it would be possible for the <br />City to obligate funds next year for Phase II of the restoration <br />of the building, and suggested that the community will need to <br />
