<br /> 103 <br />Regular Meeting March 26, 1990 Page 3 <br />Mr. Moore moved for approval of the Ordinance on first reading <br />and Ms. Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, PROHIBITING OUTDOOR COMMERCIAL AND CHARITABLE CAR <br /> WASHING ACTIVITIES; PROVIDING FOR SEVERABILITY; REPEALING <br /> ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING <br /> FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br />Ms. Kissler moved for approval of the Ordinance on first reading <br />and Mr. Guerra seconded the motion. The revision to the Water <br />Conservation Plan will come to the Council in May. This <br />Ordinance can be included in the Conservation Plan. Regarding <br />citing for violation of the Ordinance, either an individual or an <br />organization can be cited. Ms. Millecam was requested to <br />publicize the need to conserve water. Those groups wishing to <br />hold carwashes as fundraisers are encouraged to work with <br />commercial carwashes to sponsor the events. Martha Latta, who <br />served as Chairperson of the Council's Water Conservation <br />Committee (Temporary) / stated she was in favor of carwashes being <br />held at commercial carwash facilities. The City Attorney will <br />provide language to the Council at second reading for the <br />addition of carwashes being held at commercial carwash <br />establishments. The Council voted unanimously for approval of <br />the Ordinance on first reading. <br />Mayor Morris introduced for consideration approval of minutes of <br />the Regular Meeting held March 7, 1990/ approval of an Ordinance <br />on second reading, adoption of an Ordinance on third and final <br />reading, adoption of five Resolutions, approval for payment of <br />the 1990 Membership Dues to the Greater Austin-San Antonio <br />Corridor Council in the amount of $1,500.00, approval for the use <br />of $10,000.00 from General Fund Contingency Funds for the City's <br />portion of a match regarding the Grant Application submitted to <br />the Texas Historical Commission for restoration of the Calaboose <br />by consensus. The Council removed Items 8.D.(2), 8.D.(3) and <br />8.F. to consider separately. Mr. Guerra moved to approve the <br />minutes of the Regular Meeting held March 7, 1990, approve the <br />Ordinance on second reading, adopt the Ordinance on third and <br />final reading, adopt the three Resolutions not removed from the <br />consensus agenda, and approve the payment of membership dues to <br />the Corridor Council by consensus and Ms. Kissler seconded the <br />motion, which passed unanimously. The captions of the Ordinances <br />and Resolutions read as follows: <br /> Approval of Ordinance on second reading: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CHAPTER 12, SECTION 12-8, GARBAGE AND <br /> RUBBISH COLLECTION CHARGES BY CITY FOR RESIDENTIAL UNITS, OF <br /> THE SAN MARCOS CODE OF ORDINANCES TO DECREASE THE MONTHLY <br /> AMOUNT DEPOSITED IN THE ESCROW OR RESERVE FUND AND DECLARING <br /> AN EFFECTIVE DATE. <br /> Adoption of Ordinance on third and final reading: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 6 OF APPENDIX G - HISTORICAL ZONING <br /> ORDINANCE OF THE SAN MARCOS CODE OF ORDINANCES TO ALLOW THE <br /> HISTORIC PRESERVATION COMMISSION DISCRETION IN ESTABLISHING <br /> MONTHLY MEETING DATES, AND DECLARING AN EFFECTIVE DATE. <br /> Adoption of Resolutions: <br />
