Morris <br /> <br />Mayor Pro-Tern Rick Hernandez <br />Council Members Billy G. Moore <br />Ronald K. Phillips, Michal Wagner, Danny Bazan, Albert <br />Sierra, Gayle Ross, Jane Hughson, Peggy Byas, Keith Leuty, <br />Richard Dotson, John DeMoor, Jim Gandy, Janace Wade, Melissa <br />Millecam, Kelly Franks, Karen Smith, Vicki Fruit, Dr. John <br />Fuller, Jane Wilson, Nick Caruso and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for conside~ation approval of <br />appointments to Main Street Advisory Board. Mr. Plummer moved to <br />reappoint Don Rains (or his designee, Patsy Greiner), reappoint <br />Mimi Ibarra, reappoint Margie Moore, appoint Marcy McCollum, <br />appoint Jack Thomas, and appoint Dean Sobalik. Mayor Morris <br />moved to reappoint Nova Festervan. The Council voted unanimously <br />for approval of these appointments (Mr. Guerra present at 7:40 <br />p.m.) . <br /> <br />Mayor Morris introduced for consideration confirmation of the <br />City Manager's appointment of a Director of Finance. Mr. Gilley <br />requested confirmation of his appointment of William L. White, <br />formerly Director of Finance for Cedar Hill, to begin May 1, <br />1990. Mr. Moore moved for approval of the City Manager's <br />appointment and Mr. Plummer seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS' OF A TAX ABATE~ffiNT <br />AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND PARKVIEW METAL <br />PRODUCTS, INC., AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />AGREEMENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak regarding the Resolution. Jim Gandy, representing the <br />Chamber of Commerce and the Economic Development Council, stated <br />they were unanimously in support of the City Council's Agreement <br />with Parkview. R. G. Phillips asked what costs would be incurred <br />by the City. Mr. Gilley advised capital recovery fees would be <br />paid, 16 LUEs for water and wastewater and standard utility <br />rates. Gayle Ross stated the Council's tax abatements were 100% <br />positive for San Marcos and encouraged the Council to keep up the <br />good work. R. G. Phillips asked if there was a provision in the <br />agreement to hire locally. Mayor Morris advised that legally the <br />City could not require, but could only encourage local hiring, <br />and that Parkview has stated they will make every effort to do <br />so. <br /> <br />* Mr. Guerra present at 7:40 p.m. <br />
