<br />142 <br />Regular Meeting April 23, 1990 Page 2 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 <br /> FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR THE <br /> WESTOVER PAVING PROJECT AND THE HAYS COUNTY DRUG TASK FORCE; <br /> AND DECLARING AN EMERGENCY. <br />Mr. Plummer moved for adoption of the Ordinance on emergency and <br />Mr. Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY ADDING NO PARKING TOW-AWAY ZONES ON <br /> BLUEBONNET CIRCLE, MANDALAY STREET AND WALNUT STREET; <br /> PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br /> ORDINANCES; PROVIDING A PENALTY AND DECLARING AN EFFECTIVE <br /> DATE. <br />Mr. Plummer moved for approval of the Ordinance on first reading <br />and Mr. Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF <br /> ORDINANCES TO INCREASE THE NU~ER OF POSITIONS WITHIN THE <br /> CLASSIFICATION OF POLICE SERGEANT FROM SIX TO SEVEN; AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mr. Moore moved for approval of the Ordinance on first reading <br />and Mr. Plummer seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on first reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CITY REGULATIONS PERTAINING TO FLOOD DAMAGE <br /> PREVENTION; RPOVIDING FOR SEVERABILITY; REPEALING ALL <br /> CONFLICTING ORDINANCES; PROVIDING FOR PENALTIES; PROVIDING <br /> FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br />Mr. Moore moved for approval of the Ordinance on first reading <br />and Mr. Hart seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration approval of an <br />Ordinance on second reading, the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING CHAPTER 29-111 OF THE SAN MARCOS CODE OF <br /> ORDINANCES TO ADD A NO PARKING ZONE ON GUADALUPE STREET; <br /> PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br /> ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION <br /> AND DECLARING AN EFFECTIVE DATE. <br />Mr. Moore moved for approval of the Ordinance on second reading <br />and Mr. Hernandez seconded the motion. Mayor Morris moved to <br />amend the Ordinance to add three IS-minute parking spaces on <br />Guadalupe Street in the proximity of University and Guadalupe <br />intersection on the East side of the street and Mr. Moore <br />seconded the motion. Mr. Gilley suggested the Council consider <br />these three parking spaces to be 2-hour spaces. Mr. Moore agreed <br />15 minutes is what is needed. The Council voted unanimously for <br />
