142 Regular Meeting April 23, 1990 Page 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1989-1990 FISCAL YEAR (ORDINANCE 1989-38) TO PROVIDE FUNDING FOR THE WESTOVER PAVING PROJECT AND THE HAYS COUNTY DRUG TASK FORCE; AND DECLARING AN EMERGENCY. Mr. Plummer moved for adoption of the Ordinance on emergency and Mr. Moore seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING NO PARKING TOW-AWAY ZONES ON BLUEBONNET CIRCLE, MANDALAY STREET AND WALNUT STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on first reading and Mr. Plummer seconded the motion, which passed unanimously. Mr. Moore moved for approval of the Ordinance on first reading and Mr. Hart seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29-111 OF THE SAN MARCOS CODE OF ORDINANCES TO ADD A NO PARKING ZONE ON GUADALUPE STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Mr. Moore moved for approval of the Ordinance on second reading and Mr. Hernandez seconded the motion. Mayor Morris moved to amend the Ordinance to add three IS-minute parking spaces on Guadalupe Street in the proximity of University and Guadalupe intersection on the East side of the street and Mr. Moore seconded the motion. Mr. Gilley suggested the Council consider these three parking spaces to be 2-hour spaces. Mr. Moore agreed 15 minutes is what is needed. The Council voted unanimously for
