Proiect Summary: •
The applicant is requesting a zoning change for 8.18 acres, more or less, from GC to MF-24.
The subject property is located approximately 2 blocks south of the intersection of Aquarena Springs
Drive and Thorpe Lane. The subject property abuts property zoned Office Professional, Multi-family, and
Commercial. It is located along a minor arterial roadway that services a variety of uses including multi-
family, a grocery store, several banks, retail and restaurants. This request is proceeding concurrently
with a land use map amendment from Commercial (C) to High Density Residential (HDR). These changes
would make the future land use and zoning consistent for the entire site.
Planning Department Analysis:
The proposed change in zoning would facilitate the opportunity for infill development and utilize existing
utilities/infrastructure. Additionally, due to the proximity of the subject property to existing development
residents of the subject property will have the opportunity to access shopping, recreation, restaurants,
work places, medical offices conveniently by foot and bicycle rather than relying on an automobile.
The Section 1.5.1.5 of the Land Development Code establishes guidance criteria for use by the Planning
and Zoning Commission to evaluate zoning changes. The consistency of this proposed change to the
criteria is summarized below:
Evaluation r
t
eria (LDC1.5.1.5)
C
i
Consistent Inconsistent
Change implements the policies of the adopted Master Plan, including the
land use classification on the Future Land Use Map and any incorporated
sector plan maps
X
A future land use map amendment is pending for this property. The Sector 7 plan
calls for High Density Residential areas to be concentrated along Thorpe Lane.
Consistency with any development agreement in effect
X No development agreements are in effect for this property.
Whether the uses permitted by the proposed change and the standards
applicable to such uses will be appropriate in the immediate area of the land
to be reclassified
X
The standards applicable to the MF-24 zoning designation are compatible with the
surrounding properties and capture the intent of the Sector 7 Plan and Horizons
Plan.
Whether the proposed change is in accord with any existing or proposed
plans for providing public schools, streets, water supply, sanitary sewers, and
X other public services and utilities to the area
The change will have no negative effects on public facilities and services.
Other factors which substantially affect the public health, safety, morals, or
general welfare
X
Staff has not identified other issues which substantially affect the public health,
safety, morals or general welfare.

•
