(m) Demolition by Neglect ?1) Applicability. No owner or person with an interest in a historic landmark or real property or a landmark included within a historic district shall permit the landmark or property to fall into a serious state of disrepair so as to result in the deterioration of the historic landmark or any exterior architectural feature or other feature subject to the requirements of this chapter which would, in the judgment of the Historic Preservation Commission, produce a detrimental effect upon the character of the historic district as a whole or the life and character of the property itself. • The owner or person with an interest shall make repairs to prevent such deterioration if the Historic Landmark Commission finds any of the following defects to exist: a. Deteriorated or Inadequate Foundation. Defective or deteriorated flooring or floor supports or flooring or floor supports of insufficient size to carry imposed loads with safety, b. Members of Walls.
