authorize negotiations with the owner for the acquisition by gift <br />purchase, exchange or otherwise of the property or any interest <br />therein or for the making of a grant or loan to the owner to prevent <br />further deterioration in furtherance of the purposes of this division <br />and Article 5, division 5 of Chapter 1 of the Land Development <br />Code. If a determination is made by the Historic Preservation <br />Commission under this subsection, neither the owner or the city <br />may demolish, the historic landmark or subject building structure <br />or feature for 180 days after the date of notice to the owner of the <br />public hearing under subsection (2) b except upon a finding of an <br />imminent threat to public safety by the Chief Building Official <br />under applicable ordinances. Upon a finding of an imminent threat <br />to public safety by the Chief Building Official whether or not <br />notice to the owner and a hearing would be required prior to <br />demolition, the Chief Building Official shall provide notice to the <br />Director of Planning before proceeding with any demolition. <br />SECTION 15. Section 5.1.1.3, Runoff Attenuation, subsection (b), is hereby amended to <br />read as follows: <br />(b) Detention Required. Drainage facilities will be designed and constructed <br />so that the rate of runoff at each existing discharge location from a site after construction <br />shall be equal to or less than the site's runoff prior to construction. Rate of runoff shall be • <br />computed on a 25-year storm peak flow using the City of Austin Drainage Criteria <br />Manual, if a separate water quality pond is required for the development. If a separate <br />water quality pond is not required, the rate of runoff shall be computed on both a two- <br />year and a 25-year peak storm flow using the City of Austin Drainage Criteria Manual. <br />Computation of the rate of runoff shall be based on an assumption of a fully developed <br />contributing drainage area or watershed. <br />SECTION 16. Section 5.4.2.1, Purpose, Applicability, Exceptions and Coordination, <br />subsection (b), Applicability and Exceptions is hereby amended to read as follows: <br />Exceptions. <br />Fill-in drainageways that are not mapped by FEMA are exempt €erm from the <br />requirements of this Division provided that the watershed area contributing to the <br />floodplain that is affected by placement of fill is wholly owned by the applicant. <br />SECTION 17.
