<br />45 <br /> <br /> <br /> <br />Regular Meeting May 29, 1990 Page 2 <br /> <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of the City Council's Budget Policy Statement for the <br />fiscal year 1990-1991. Mayor Morris opened the public hearing <br />and asked if anyone wished to speak in regard to the Council's <br />Policy Statement. The Mayor advised the Council of minor changes <br />that were made in the statement. Mr. Moore suggested Item. 6 in <br />the Policy Statement be reworded as follows: "Support the Blue <br />Ribbon Bond Committee in implementing a successful bond <br />election." No one wished to speak, so Mayor Morris closed the <br />public hearing. Ms. Kissler moved to approve the Policy <br />Statement, including the suggested wording by Mr. Moore for Item <br />6, and Mr. Guerra seconded the motion, which passed unanimously <br />(attached hereto). <br /> <br />Mayor Morris introduced a status report from John Diaz, <br />Chairperson of the Convention Center Task Force. Jane Hughson <br />advised the Council Mr. Diaz could not be at the meeting until <br />8:30 p.m., so the Council will bring this item up again later in <br />the meeting after Mr. Diaz' arrival. <br /> <br />Mayor Morris introduced a presentation from Robert Martinez <br />regarding HUD Section 202 Program Application. Mayor Morris <br />advised the Council Mr. Martinez requested this presentation be <br />delayed to a future meeting. <br /> <br />Mayor Morris introduced for consideration receiving the fiscal <br />year 1991-1995 Capital Improvements Program Report and scheduling <br />of a workshop to review the report more thoroughly. The CIP <br />report was provided to the Council in their agenda packets. <br />Mayor Morris requested the City Secretary contact the Council to <br />schedule the Workshop. <br /> <br />Mayor Morris introduced a public hearing and adoption of a Zoning <br />Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />ZONING BLOCK 1, LOTS 1, 2 AND PART OF LOT 3 OUT OF THE <br />CARROLL/HOFHEINZ ADDITION TO THE CITY OF SAN MARCOS, HAYS <br />COUNTY, TEXAS, AS RECORDED IN VOLUME 50, PAGES 360-361 OF <br />THE HAYS COUNTY DEED RECORDS, LOCATED AT 1320, 1326 AND 1402 <br />W. HOPKINS, FROM "R-1" (SINGLE-FAMILY DWELLING DISTRICT [LOW <br />DENSITY]) TO "c" (COMMERCIAL DISTRICT) AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak for or against the zoning amendment. No. 0ne did, so <br />Mayor Morris closed the public hearing. Mr. Moore moved for <br />adoption of the Zoning Ordinance and made reference to the <br />Staff's recommendation regarding a precedent being set for a <br />strip commercial development and Mr. Guerra seconded the motion. <br />On roll call the following vote was recorded: <br /> <br />AYE: Moore, Hernandez, Morris, Kissler. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Hart, Guerra (Both abstained because of conflict of <br />interest - debt exceeding $2,000 with owner of <br />property, State Bank and Trust Company). <br /> <br />Mayor Morris advised Item 11, a public hearing and adoption of an <br />Ordinance amending Appendix A - General Zoning Ordinance of the <br />Code of Ordinances adding conditions to off-street parking <br />requirements in the Central Business Area; adding a new Section <br />of off-street parking requirements for vehicle sales and rental <br />dealers; adding conditions regarding design and construction <br />standards for off-street parking areas, needed to be revised and <br />the public hearing rescheduled. It can be rescheduled for the <br />June 25 meeting. Mr. Guerra moved to table the public hearing and <br />Ordinance and Mr. Hernandez seconded the motion, which passed <br />unanimously. <br />
