<br />49 <br /> <br /> <br /> <br />Regular Meeting May 29, 1990 Page 6 <br /> <br /> <br />Mayor Morris introduced a discussion regarding the bond proposal, <br />possible election dates, proposed ballot wording and direction to <br />Staff. The City's Bond Counsel, Rick Fisher, discussed with <br />Council wording for the ballot and the need to separate and group <br />certain portions of the bond proposal. The Council directed Mr. <br />Fisher to work with Staff to prepare wording for the Council's <br />approval. Joe Cox, Chair of the Bond Committee, stated the Bond <br />Committee wanted there to be ballot choices and for the proposals <br />not be be submitted in large blocks. It was consensus of Council <br />to hold the Bond Election September 8, 1990. Bill Liddle stated <br />he wants the Election to be held on a uniform election date so <br />that the removal of the parkland restriction for the proposed <br />site for the library can be included on the ballot. Mr. Guerra <br />stated funding for the library should be the top priority, and <br />once funding is in place, location can be considered. It was <br />consensus of Council not to place on the ballot removal the <br />parkland restriction for the proposed site of the library prior <br />to the successful passage of a library bond election. Mayor <br />Morris stated the parkland across from St. John's Catholic Church <br />is a proposed site for the library, and that no determination has <br />been made by any City Council as to the location of a new <br />library. <br /> <br />Mayor Morris introduced the City Manager's Report. Mr. Gilley <br />thanked the City Council and Staff for their participation in the <br />Special Olympics. <br /> <br />Mayor Morris introduced the City Attorney's Report. Mr. Taylor <br />did not have a report at this meeting. <br /> <br />Mayor Morris introduced the City Cquncil's Report. Mr. Moore <br />stated LCRA has scheduled an Environmental Workshop on June 19 <br />in Austin, which he feels will be worthwhile to attend. <br /> <br />Mayor Morris introduced Item 7 on the Agenda, receiving a status <br />report from John Diaz, Chairperson of the Convention Center Task <br />Force. Mr. Diaz was unable to be at the meeting, so in his <br />absence Jane Hughson advised the Council the task force has <br />received surveys from citizens, local and out-of-town businesses <br />and is assessing the need for meeting accommodations, funding of <br />a convention center, maintenance and operation. She stated the <br />task force was not clear what staff member assists them, and Mr. <br />Gilley advised the Director of Finance does, and he will assist <br />them in calling their next meeting. <br /> <br />Mayor Morris introduced for consideration an Executive Session <br />pursuant to Article 6252-17, Section 2(e), V.A.C.S., to discuss <br />pending litigation (GBRA vs. City of Lytle), contemplated <br />litigation and matters where the duty of the City Attorney to the <br />City pursuant to the Code of Professional Responsibility of the <br />State Bar of Texas clearly conflicts with Article 6252-17, <br />purchase and value of real property, respectively.
