48 Regular Meeting May 29, 1990 Page 5 Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held May 14, 1990, the Special Meeting held May 21, 1990, approval of an Ordinance on second reading, adoption of two Ordinances on third and final reading, adoption of two Resolutions, and authorization to bid four projects: (1) Westover Addition Street and Drainage Improvements Project; (2) LCRA/SMEU Power Saver Cycling Program; (3) Dunbar/Victory Gardens Street and Drainage Improvements; and (4) Dunbar/Victory Gardens Street and Drainage Improvements/TCDP Contract Number 707641 on consensus. Ms. Kissler moved for approval of the minutes of the Regular Meeting held May 14, 1990 and Special Meeting held May 21, 1990, approval of the Ordinance on second reading, adoption of the two Ordinances on third and final reading, adoption of the two Resolutions and authorization to bid the four projects above-described by consensus and Mr. Hart seconded the motion, which passed unanimously. The captions of the Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE MINIMUM STANDARDS FOR AIRPORT FIXED BASE OPERATORS AND TENANTS TO DECREASE THE REQUIRED PASSENGER LIABILITY INSURANCE LEVEL; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING NO PARKING TOW-AWAY ZONES ON BLUEBONNET CIRCLE, MANDALAY STREET AND WALNUT STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF ORDINANCES TO INCREASE THE NUMBER OF POSITIONS WITHIN THE CLASSIFICATION OF POLICE SERGEANT FROM SIX TO SEVEN; AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE C~TY 9F SAN MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY AND RESOURCE MANAGEMENT INTERNATIONAL, INC. AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING THE POSITION OF RECORDS MANAGEMENT OFFICER, DESIGNATING THE CITY SECRETARY AS THE RECORDS MANAGEMENT OFFICER AND ESTABLISHING AN EFFECTIVE DATE. Mayor Morris introduced for consideration award of bid for renovation to the Calaboose Building. Mr. Hart moved to award bid to Caffey Construction Company in the amount of $9,618.00 and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced a discussion regarding the Edwards Underground Water District Monitoring Wells project and direction to Staff. Mr. Moore advised the Council New Braunfels and San Antonio chose not to participate in this project, and SWT has entered into a contract for well testing. It was consensus of Council for Staff to request the EUWD to proceed with testing.
