<br /> 48 <br />Regular Meeting May 29, 1990 Page 5 <br />Mayor Morris introduced for consideration approval of minutes of <br />the Regular Meeting held May 14, 1990, the Special Meeting held <br />May 21, 1990, approval of an Ordinance on second reading, <br />adoption of two Ordinances on third and final reading, adoption <br />of two Resolutions, and authorization to bid four projects: (1) <br />Westover Addition Street and Drainage Improvements Project; (2) <br />LCRA/SMEU Power Saver Cycling Program; (3) Dunbar/Victory Gardens <br />Street and Drainage Improvements; and (4) Dunbar/Victory Gardens <br />Street and Drainage Improvements/TCDP Contract Number 707641 on <br />consensus. Ms. Kissler moved for approval of the minutes of the <br />Regular Meeting held May 14, 1990 and Special Meeting held May <br />21, 1990, approval of the Ordinance on second reading, adoption <br />of the two Ordinances on third and final reading, adoption of the <br />two Resolutions and authorization to bid the four projects <br />above-described by consensus and Mr. Hart seconded the motion, <br />which passed unanimously. The captions of the Ordinances and <br />Resolutions read as follows: <br /> Approval of Ordinance on second reading: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE MINIMUM STANDARDS FOR AIRPORT FIXED BASE <br /> OPERATORS AND TENANTS TO DECREASE THE REQUIRED PASSENGER <br /> LIABILITY INSURANCE LEVEL; PROVIDING FOR SEVERABILITY; <br /> REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; <br /> PROVIDING FOR PUBLICATION AND PROVIDING AN EFFECTIVE DATE. <br /> Adoption of Ordinances on third and final reading: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTIONS 29-111 AND 29-150 OF THE SAN MARCOS <br /> CODE OF ORDINANCES BY ADDING NO PARKING TOW-AWAY ZONES ON <br /> BLUEBONNET CIRCLE, MANDALAY STREET AND WALNUT STREET; <br /> PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br /> ORDINANCES; PROVIDING A PENALTY AND DECLARING AN EFFECTIVE <br /> DATE. <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING SECTION 2-31 OF THE SAN MARCOS CODE OF <br /> ORDINANCES TO INCREASE THE NUMBER OF POSITIONS WITHIN THE <br /> CLASSIFICATION OF POLICE SERGEANT FROM SIX TO SEVEN; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> Adoption of Resolutions: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE C~TY 9F SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A PROPOSED <br /> PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY AND <br /> RESOURCE MANAGEMENT INTERNATIONAL, INC. AND DECLARING AN <br /> EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ESTABLISHING THE POSITION OF RECORDS MANAGEMENT <br /> OFFICER, DESIGNATING THE CITY SECRETARY AS THE RECORDS <br /> MANAGEMENT OFFICER AND ESTABLISHING AN EFFECTIVE DATE. <br />Mayor Morris introduced for consideration award of bid for <br />renovation to the Calaboose Building. Mr. Hart moved to award <br />bid to Caffey Construction Company in the amount of $9,618.00 and <br />Mr. Hernandez seconded the motion, which passed unanimously. <br />Mayor Morris introduced a discussion regarding the Edwards <br />Underground Water District Monitoring Wells project and direction <br />to Staff. Mr. Moore advised the Council New Braunfels and San <br />Antonio chose not to participate in this project, and SWT has <br />entered into a contract for well testing. It was consensus of <br />Council for Staff to request the EUWD to proceed with testing. <br />
