Morris <br /> Budget Public Hearing <br /> As we embark on the completion of the City of San Marcos <br /> 1990-91 fiscal year budget, I ask you to keep in mind the <br /> difficulty with which we approach the conclusion of this <br /> fiscal plan for the coming year. <br /> Despite industrial growth and job creation, we remain in <br /> a state of declining property values, with city tax revenues <br /> decreasing by some $294,251 due to a $49 million decline in <br /> the values of real property and inventories which make up our <br /> property tax base. <br /> Each penny of the city tax rate produces approximately <br /> $64,000 in revenue. To maintain the present revenue brought <br /> in by our current 59.72-cent tax rate, it ~ould take nearly <br /> 5-cents more to produce the same revenue s:ream as we have <br /> had this year. <br /> Over the past two years, the City Council--made up of <br /> unpaid volunteers dedicated to the greater good of San <br /> Marcos--has directed the City Manager to provide more <br /> efficient and cost-effective city services. We have asked <br /> him to emphasize customer service and to use his highly <br /> skilled employees to be professional and accessible to the <br /> citizens of this city. He has done all this and delivered <br /> essential city services, while also responding to the many <br /> costly mandates imposed on the city by outside agencies. <br /> San Marcos is definitely the "jewel of the IH 35 <br /> corridor," with the potential to continue to create a <br /> diversified tax base that will meet our economic needs. <br /> Until we reach the point when we will agai~ se~ our tax base <br /> expand, we, as a community, must make some serious choices. <br />
