54
July 30, 1990
Statement
Mayor Kathy M. Morris
Budget Public Hearing
As we embark on the completion of the City of San Marcos
1990-91 fiscal year budget, I ask you to keep in mind the
difficulty with which we approach the conclusion of this
fiscal plan for the coming year.
Despite industrial growth and job creation, we remain in
a state of declining property values, with city tax revenues
decreasing by some $294,251 due to a $49 million decline in
the values of real property and inventories which make up our
property tax base.
Each penny of the city tax rate produces approximately
$64,000 in revenue. To maintain the present revenue brought
in by our current 59.72-cent tax rate, it ~ould take nearly
5-cents more to produce the same revenue s:ream as we have
had this year.
Over the past two years, the City Council--made up of
unpaid volunteers dedicated to the greater good of San
Marcos--has directed the City Manager to provide more
efficient and cost-effective city services. We have asked
him to emphasize customer service and to use his highly
skilled employees to be professional and accessible to the
citizens of this city. He has done all this and delivered
essential city services, while also responding to the many
costly mandates imposed on the city by outside agencies.
San Marcos is definitely the "jewel of the IH 35
corridor," with the potential to continue to create a
diversified tax base that will meet our economic needs.
Until we reach the point when we will agai~ se~ our tax base
expand, we, as a community, must make some serious choices.
