<br /> ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 <br /> ECONOMIC ADJUSTMENT (TITLE IX) PROGRAM <br /> (Sudden and Severe Economic Dislocation (SSED) Component) <br /> PROGRAM GOALS <br /> Grants are provided to help develop and implement local economic <br /> adjustment strategies designed to anticipate and prevent an economic <br /> dislocation or to reestablish employment opportunities and economic <br /> stability as soon as possible after a dislocation occurs. <br /> PROJECT TYPES/ELIGIBLE APPLICANTS <br /> Strategy grants support the immediate development of a comprehensive <br /> response to an actual or threatened dislocation. Strategies describe <br /> the actions the community proposes to take to avert the dislocation <br /> or to generate reemployment opportunities for the dislocated workers. <br /> Implementation grants finance the implementation of one or more <br /> activities in an approved strategy. The types of activities <br /> financed include the construction of public facilities, business <br /> loans, and technical or management assistance. <br /> To be eligible, dislocations must have occurred within the preceding <br /> 12 months or be expected within two years and must meet certain <br /> job/loss thresholds. An applicant must be one öf the following: a <br /> designated EDA redevelopment area eRA) or a nonprofit organization <br /> determined by EDA to be the representative of an RA; an economic <br /> development district; a State; political subdivision of a State or a <br /> consortium of such units; or an Indian tribe. <br /> SELECTION CRITERIA <br /> Key selection factor$ include the severity of the dislocation and <br /> the responsiveness of the proposed project to the needs of the <br /> dislocated workers. <br /> FUNDING LEVELS (000) <br /> FY 86: $13,398 Average 1988 strategy grant: $58 <br /> FY 87: $12,909 Range of 1988 strategy grants: $25-$200 <br /> FY 88: $12,454 Average 1988 implementation grant: $630 <br /> FY 89: $12,454 Range of 1988 implementation grants: $25-$2,000 <br /> APPLICATION PROCESS <br /> Eligible applicants should contact the Economic Development <br /> Representative for the area or the appropriate EDA Regional Office <br /> for an SSED proposal outline. EDA screens proposals before deciding <br /> whether to invite a formal application. After inviting an applica- <br /> tion, EDA conducts one or more preapplication conferences to assist <br /> with its preparation. Average time from applicatron submission to a <br /> final funding decision is four to six months. Complete program <br /> information appears annually in the Federal Register. <br />
