ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 PLANNING PROGRAM FOR ECONOMIC DEVELOPMENT DISTRICTS, INDIAN TRIBES AND REDEVELOPMENT AREAS PROGRAM GOALS Grants and cooperative agreements provided under this program support the formulation and implementation of economic development programs designed to create or retain full-time permanent jobs and income for the unemployed and underemployed in areas of economic distress. PROJECT TYPES/ELIGIBLE APPLICANTS Eligible activities under this program include administrative expenses for the organization; preparation and continuation of an overall economic development program; and planning, implementation and technical assistance services to communities and local govern- ments within the organization's jurisdiction. Assistance is nor- mally awarded for a period of 12 months, and can be provided for up to 7S percent of the total project cost. Indian tribes can be provided assistance up to 100 percent of the total project cost. Eligible applicants are economic development districts, Indian tribes, redevelopment areas (RAs), organizations representing multiple Indian tribes or RAs (or parts of such areas), and Commonwealths and Territories. SELECTION CRITERIA Among the factors EDA considers in evaluating proposals are economic distress of the area, past performance of previously funded grantees~ and involvement of the local leadership in economic development activities. Priority consideration goes to currently funded grantees. FUNDING LEVELS (000) FY 86: $19,100 Average 1988 district grant: $50 FY 87: $19,000 Average 1988 Indian grant: $35 FY 88: $18,205 Range of 1988 grants: $25 to $96 FY 89: $18,205 APPLICATION PROCESS EDA Regional Offices contact currently funded grantees to inform them of procedures for submitting applications for continuation funding. All other potential applicants should submit a letter to the appropriate EDA Regional Office with a copy to the area Economic Development Representative, requesting funding and providing evidence of area economic distress. Following review of the proposals submit- ted by current grantees as well as other entitíes, EDA will invite new applicants selected for funding consideration to submit formal applications. Average time from application submission to final decision is three months. Complete program information appears annually in the Federal Register.
