<br /> ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 <br /> PLANNING PROGRAM FOR ECONOMIC DEVELOPMENT DISTRICTS, <br /> INDIAN TRIBES AND REDEVELOPMENT AREAS <br /> PROGRAM GOALS <br /> Grants and cooperative agreements provided under this program support <br /> the formulation and implementation of economic development programs <br /> designed to create or retain full-time permanent jobs and income for <br /> the unemployed and underemployed in areas of economic distress. <br /> PROJECT TYPES/ELIGIBLE APPLICANTS <br /> Eligible activities under this program include administrative <br /> expenses for the organization; preparation and continuation of an <br /> overall economic development program; and planning, implementation <br /> and technical assistance services to communities and local govern- <br /> ments within the organization's jurisdiction. Assistance is nor- <br /> mally awarded for a period of 12 months, and can be provided for up <br /> to 7S percent of the total project cost. Indian tribes can be <br /> provided assistance up to 100 percent of the total project cost. <br /> Eligible applicants are economic development districts, Indian <br /> tribes, redevelopment areas (RAs), organizations representing <br /> multiple Indian tribes or RAs (or parts of such areas), and <br /> Commonwealths and Territories. <br /> SELECTION CRITERIA <br /> Among the factors EDA considers in evaluating proposals are economic <br /> distress of the area, past performance of previously funded grantees~ <br /> and involvement of the local leadership in economic development <br /> activities. Priority consideration goes to currently funded <br /> grantees. <br /> FUNDING LEVELS (000) <br /> FY 86: $19,100 Average 1988 district grant: $50 <br /> FY 87: $19,000 Average 1988 Indian grant: $35 <br /> FY 88: $18,205 Range of 1988 grants: $25 to $96 <br /> FY 89: $18,205 <br /> APPLICATION PROCESS <br /> EDA Regional Offices contact currently funded grantees to inform <br /> them of procedures for submitting applications for continuation <br /> funding. All other potential applicants should submit a letter to <br /> the appropriate EDA Regional Office with a copy to the area Economic <br /> Development Representative, requesting funding and providing evidence <br /> of area economic distress. Following review of the proposals submit- <br /> ted by current grantees as well as other entitíes, EDA will invite <br /> new applicants selected for funding consideration to submit formal <br /> applications. Average time from application submission to final <br /> decision is three months. Complete program information appears <br /> annually in the Federal Register. <br />
