<br />ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 <br />PLANNING PROGRAM FOR STATES AND URBAN AREAS <br /> <br />PROGRAM GOALS <br /> <br />Grants provided under this program assist economically distressed <br />states, cities and urban counties undertake significant new economic <br />development planning, policy-making, and implementation efforts. <br /> <br />PROJECT TYPES/ELIGIBLE APPLICANTS <br /> <br />Grants finance the administrative expenses involved in carrying out <br />economic development planning and implementation activities, such as <br />economic analysis, definition of project goals, determination of <br />project opportunities, and formulation and implementation of a <br />development program. Assistance under this program is generally for <br />a period of 12 months and, when justified, additional assistance can <br />be provided not to exceed a total of three years. The Federal share <br />can be up to 75 percent of total project cost. Eligible applicants <br />under this program are states, cities and urban counties within <br />standard metropolitan areas. <br /> <br />SELECTION CRITERIA <br /> <br />The program was revised substantially to increase its effective- <br />ness. Among the factors EDA considers in evaluating proposals are <br />area economic distress; appropriateness of the work program to area <br />needs; relationship of the proposed activities to the problems of <br />the area's unemployed and underemployed population; and commitment <br />of the chief executive. In the case of states, consideration is <br />given to the innovativeness of the proposed project and the <br />rep1icability of the process and/or results. <br /> <br />FUNDING LEVELS (000) <br /> <br />FY 86: $6,500 Average 1988 grant.: $50 <br />FY 87: $4,900 Range of 1988 grants: $40 to $175 <br />FY 8 8 : $ 2 , 5 3 5 <br />FY 89: $4,790 <br /> <br />APPLICATION PROCESS <br /> <br />Potential applicants under the revised program should refer to the <br />FY 89 Federal Register notice announcing that program for informa- <br />tion on submitting proposals. Proposals should include an <br />indication of commitment from the chief executive, significant <br />verifiable information on the level of economic distress (e.g., <br />unemployment and income data), and a work program outlining specific <br />activities to be accomplished under the grant. The original and a <br />copy of the proposal will be submitted to the appropriate Regional <br />Office with a copy to the area Economic Development Representative. <br />Average processing time from submission of application to final <br />decision is three months. <br />
