<br /> ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) 5/89 <br /> TECHNICAL ASSISTANCE PROGRAM <br /> PROGRAM GOALS <br /> Grants and cooperative agreements awarded under the Technical <br /> Assistance Program are intended to help in the successful initiation <br /> and implementation of area, State, and regional development efforts <br /> to alleviate economic distress. <br /> PROJECT TYPES/ELIGIBLE APPLICANTS <br /> Types of proposals funded include feasibility studies, industrial <br /> targeting studies, natural resource development assistance, export <br /> promotion activities, demonstrations and information sharing. <br /> Eligible applicants include local and State governments, regional <br /> agencies, Indian tribes, educational institutions, private individ- <br /> uals, partnerships, firms and nonprofit corporations. Except for <br /> projects serving state, or multi-state areas, proposed projects must <br /> be consistent with the EDA-approved overall economic development <br /> program for the area, and occasionally require repayment. <br /> Assistance will generally be for a period of twelve months, and <br /> applicants must finance a minimum of 25 percent of the total project <br /> costs. <br /> SELECTION CRITERIA <br /> Priority consideration for funding is given to proposals which: <br /> 0 benefit areas of severe economic distress; <br /> 0 lead to the near-term (one to five years) generation or <br /> retention of private sector jobs; <br /> 0 stimulate significant private and non-Federal public investment <br /> for economic development purposes; <br /> 0 promote economic diversification, particularly in rural areas. <br /> FUNDING LEVELS (000) <br /> FY 87: $2,000 Average 1988 grant: $25 <br /> FY 88: $1,916 Range of 1988 grants: $ 5 to $51 <br /> FY 89: $1,916 <br /> APPLICATION PROCESS <br /> In most instances, potential applicants should contact the Economic <br /> Development Representative (EDR) for the area. The EDA Regional <br /> Office can provide information on contacting the EDR, who wi 11 <br /> explain the program and guide the applicant in submitting its <br /> proposal. EDA screens a proposal before deciding whether to invite <br /> a formal project application. Average time from receipt of a formal <br /> application to final decision averaged between three and four months <br /> in FY 88. Complete program information appears annually in the <br /> Federal Register. <br />
