<br />59 <br /> <br /> <br /> <br />Regular Meeting August 13, 1990 Page 4 <br /> <br /> <br />amount of $38,012.00 and Mr. Moore seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Morris stated the Council would come back to the next item on <br />the agenda later in the meeting, the receiving of petitions for <br />annexation of approximately 50 acres of land located at the <br />Northeast corner of the intersection of Interstate Highway 35 and <br />Centerpoint Road, a/k/a San Marcos Factory Shops. <br /> <br />Mayor Morris introduced a discussion and review of the proposed <br />1990-1991 Budget and direction to Staff. The Council held a <br />discussion regarding Legal Aid funding. The City proposes to fund <br />$29,216. Mrs. Ofelia Vasquez-Philo is in hopes more funding can be <br />provided to San Marcos and Hays County that is now being provided in <br />Travis County. Mayor Morris stated she is in hopes there can be a <br />1-2% General Fund cut to fund some of the new positions requested <br />during this budget process. Mr. Guerra recommended a trim of a <br />certain percentage of the budget be combined with a small tax <br />increase such as 59.72 to 61.5. Mr. Gilley reviewed with Council a <br />handout regarding proposed debt service rate estimates in 1991 and <br />1992 if the City does or does not sell bonds. Mr. Moore stated part <br />of a City's bond rating is based on whether or not the city has <br />small increases periodically rather than large increases <br />sporadically. Mayor Morris stated she is in favor of no tax <br />increase and not adding new positions if cuts cannot be made in the <br />proposed budget. Mr. Plummer suggested the use of a portion of fund <br />balance if further cuts could not be made. Mr. Gilley stated <br />additional cuts to add the positions discussed by the Council would <br />cost $115,000.00 and indicated at least a portion should come from <br />the tax rate and suggested an adjustment be made to the tax rate for <br />the loss in evaluations. Mr. Hart indicated he is supportive of the <br />City Manager finding a way to fund the new positions. Mr. Moore <br />stated a bold response is needed, and that he is supportive of Mr. <br />Guerra's recommendation. Mr. Hart stated he is committed to the 59 <br />cent tax rate and will commit to the new positions and debt service <br />next year. Mr. Plummer is agreeable for the new positions to be <br />added if they can be funded within the 59 cent tax rate. Mr. <br />Hernandez agreed with Mr. Plummer's statement. Mr. Guerra stated he <br />is willing to cut all Council Travel to fund some of the new <br />positions if necessary. Mr. Hart stated that would be okay with <br />him. Mayor Morris directed Mr. Gilley bring further cuts to the <br />budget to fund new positions if he wishes to make such a proposal. <br />It was consensus of Council to remain at the same level of funding <br />for Social Services as provided last year, which will require an <br />additional $4,000 in the proposed budget. <br /> <br />Mayor Morris introduced the City Manager's Report; (1) Mr. Gilley <br />stated he has talked with the State again regarding Hopkins and <br />Moore Streets. No conclusion has been reached, but a couple <br />alternatives are being prepared and will be submitted to the City <br />for review in the near future. (2) The Employee of the Month for <br />August is Ramona Brown. <br /> <br />Mayor Morris introduced the city Attorney's Report. Mr. Taylor <br />stated he has researched the statutes and regulations of the Texas <br />Water Commission regarding abandoned water wells within the city <br />limits. The Groundwater Protection unit of the Texas Water <br />Commission can be notified of such abandonments. The Attorney <br />General's Office takes legal action if the wells are not properly <br />dealt with. Mr. Taylor does not recommend the City needs an <br />Ordinance since these matters are handled by the State. <br /> <br />Mayor Morris introduced the City Council's Report. No report was <br />made. <br /> <br />Mayor Morris returned to Item 8 on the agenda, to receive the <br />petitions for annexation of approximately 50 acres of land located <br />at the Northeast corner of the intersection of Interstate Highway 35 <br />and Centerpoint Road, a/k/a/ San Marcos Factory Shops. The Council <br />received the petitions and metes and bounds description of the <br />property proposed for annexation. <br />
