<br /> 60 <br />Regular Meeting August 13, 1990 Page 5 <br />The Council returned to the budget discussion to discuss Municipal <br />Court collections. Bob Barton recommended the Council put covers <br />over the parking meters in the downtown area for a trial period of 6 <br />months and use one technician for booting or a computerized system <br />such as used by SWT. He stated the fines need to be raised and a <br />one to two hour time limit needs to be enforced. Mr. Plummer <br />suggested remaining contingency funds in this budget year be used to <br />fund a position for collections. Mayor Morris stated the City must <br />enforce the collection of fines. Mr. Guerra stated he would like to <br />try Mr. Barton's proposal of bagging the parking meters. Mr. Gilley <br />stated a temporary position could be employed with Council's <br />approval of contingency funds for the remainder of this fiscal year. <br />Mr. Gilley provided the Council with recommendations for downtown <br />parking improvements, which was not reviewed during this meeting. <br />Mayor Morris introduced for consideration an Executive Session <br />pursuant to Article 6252-17, Sections 2 (e) and (g), V.A.C.S., to <br />discuss pending litigation (B. J. Allen vs. City of San Marcos; Carl <br />Deal vs. Civil Service Commission; City of San Marcos vs. LCRA), <br />contemplated litigation, and matters where the duty of the City <br />Attorney to the City pursuant to the Code of Professional <br />Responsibility of the State Bar of Texas clearly conflicts with <br />Article 6252-17; and duties of a public officer or employee, <br />respectively. Mr. Moore moved the Council adjourn into Executive <br />Session at 10:22 p.m. and Mr. Hart seconded the motion, which passed <br />unanimously. <br />Mr. Guerra moved the Council reconvene at 12:14 a.m. and Mr. Plummer <br />seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS OF A SETTLEMENT AGREEMENT BETWEEN B. <br /> J.
