<br />77 <br /> <br /> <br /> <br />Regular Meeting August 27, 1990 Page 5 <br /> <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 29-81 OF THE SAN MARCOS CODE OF <br />ORDINANCES APPROVING THE DESIGNATION OF BLANCO STREET AS A <br />ONE-WAY STREET; PROVIDING FOR SEVERABILITY; REPEALING ALL <br />CONFLICTING ORDINANCES; PROVIDING A PENALTY AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of an Ordinance on first reading and <br />Mr. Hernandez seconded the motion. Mr. Moore moved to amend the <br />Ordinance caption to read ". . . DESIGNATION OF A PORTION OF BLANCO <br />STREET. . . ," and Mayor Morris seconded the motIon, which-Passed <br />unanimously (Mr. Hart not present to vote on this item). The <br />Council then voted unanimously for approval of the Ordinance on <br />first reading (Mr. Hart not present to vote on this item). <br /> <br />Mayor Morris introduced for consideration authorization for use of <br />contingency funds in the amount of $2,376.00 for a temporary <br />employee in Municipal Court for the remainder of FY90. Mr. Moore <br />moved for approval and Ms. Kissler seconded the motion. On roll <br />call the following vote was recorded: <br /> <br />AYE: Moore, Hernandez, Morris, Guerra, Kissler, Plummer. <br /> <br />NAY: None. <br /> <br />ABSTAIN: Hart. <br /> <br />Mayor Morris introduced for consideration authorization for use of <br />contingency funds in the amount of $1,000.00 requested by San Marcos <br />Youth Service Bureau for a portion of the insurance coverage for a <br />van. Mr. Moore moved for approval and Mr. Hernandez seconded the <br />motion. The Council advised YSB this was a one-time commitment by <br />the City. The Council voted unanimously for approval. <br /> <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held August 13, 1990, approval of two Ordinances on <br />second reading, adoption of three Ordinances on third and final <br />reading, adoption of seven Resolutions and approval of two street <br />closures - to close San Antonio Street between Guadalupe and LBJ on <br />Sunday, September 30, 1990, between the hours of 8:00 o'clock a.m. <br />and 12:00 o'clock midnight for Wheels Across America, 1990 national <br />fundraiser for victims of paralysis, and to close San Antonio Street <br />between Guadalupe and LBJ on Saturday-Sunday, September 8-9, 1990, <br />between the hours of 6:30 p.m. and 1:00 a.m. for the Annual <br />Chilympiad Street Dance by consensus. The Council pulled Items <br />10.B. (1), 10.D.(2) and 10.D.(3) to be considered separately. Ms. <br />Kissler moved to approve the minutes of August 13, 1990 (Ms. Kissler <br />abstaining), to approve the remaining Ordinance on second reading, <br />to adopt the remaining five Resolutions and to approve the two <br />street closure requests by consensus and Mr. Guerra seconded the <br />motion, which passed unanimously. The captions of the Ordinances <br />and Resolutions read as follows: <br /> <br />Approval of Ordinance on second reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING SECTION 1-5 OF THE GENERAL PROVISIONS OF THE <br />SAN MARCOS CODE OF ORDINANCES BY INCREASING THE GENERAL PENALTY <br />FOR VIOLATIONS OF THE CODE TO THE MAXIMUM ALLOWED BY STATE LAW; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Adoption of Ordinances on third and final reading: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE DESIGNATION OF FIFTEEN MINUTE PARKING ON <br />GUADALUPE STREET BETWEEN UNIVERSITY DRIVE AND HUTCHISON STREET; <br />PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING <br />ORDINANCES; PROVIDING A PENALTY AND DECLARING AN EFFECTIVE <br />DATE. <br />
